We evaluate the effects of state policy design features on SCHIP take-up rates and on the degree to which SCHIP benefits crowd out private benefits. The results indicate overall program take-up rates of approximately 10 percent. However, there is considerable heterogeneity across states, suggesting a potential role of inter-state variation in policy design. We find that several design mechanisms have significant and substantial positive effects on take-up. For example, eliminating asset tests, offering continuous coverage, simplifying the application and renewal processes, and extending benefits to parents all have sizable and positive effects on take-up rates. Mandatory waiting periods, on the other hand, consistently reduce take-up rates. In all, inter-state differences in outreach and anti-crowd-out efforts explain roughly one-quarter of the cross-state variation in take-up rates. Concerning the crowding out of private health insurance benefits, we find that between one-quarter and one-third of the increase in public health insurance coverage for SCHIP-eligible children is offset by a decline in private health coverage. We find little evidence that the policy-induced variation in take-up is associated with a significant degree of crowd out, and no evidence that the negative effect on private coverage caused by state policy choices is any greater than the overall crowding-out effect. This suggests that states are not augmenting take-up rates by enrolling children that are relatively more likely to have private health insurance benefits.
Among the extraordinary shocks to household life caused by the Covid-19 pandemic was the sudden shift to distance learning in K-12 schools. Gone were Monday through Friday routines of school day, extracurricular activities, and evening homework; schools scrambled to launch alternative delivery systems, expecting parents to step in and spend significant amounts of time helping children continue to learn. This study examines the sudden shift to distance learning using data from U.S. Census Bureau's Household Pulse Survey. Conducted weekly from April through July 2020, the survey tracked COVID-related shocks to employment, health, food and housing security, and education in the U.S. population. We use Pulse data on 200,000 households with K-12 children to examine how school systems shifted, how parents stepped up and spent time helping children learn, how parental time inputs varied with parent education, and how education changes intersected with other pandemic shocks, including job loss and food insecurity. We find that parents and children spent significantly more time in learning activities when their schools provided diversified educational inputs, especially live contact time with teachers; live contact hours also facilitated children learning on their own. Given the type of alternative schooling, less educated parents spent no less time helping children than better educated parents, although they faced significantly more problems with computer and internet access. Thus, parents generally tried to help children continue learning in the pandemic, albeit with potentially wide variation in the resources they could supply to mitigate the drop in learning.JEL codes D1 household behavior and family economics • J13 children • I21 analysis of education • I24 education and inequality • I18 public health
We revisit the impact of remittances on educational attainment of school-age children in Nepal, paying particular attention to differences between girls and boys. A heightened interest in understanding the impact of remitting practices on a variety of economic variables has emerged as remittances to developing countries continue to rise. In Nepal, the World Bank reports that remittances amounted to $1.2 billion (US dollars) in 2005, while GDP was $8.2 billion and official development assistance totaled $425 million (World Bank 2007). We use the 1995/1996 Nepal Living Standards Survey (NLSS) to examine the impact of remittances on human capital investments for female and male children. If remittances do affect human capital positively, then not only will remittances affect long-run growth in Nepal, but the opportunities for women in Nepal should improve as the female population becomes more educated.The effect of remittances on human capital investment is unclear a priori. Increasing income through remittances may increase investment in children's schooling by relaxing household budget and capital constraints. Conversely, household absenteeism pressures children to work in the home, reducing time for education. Our data provide an opportunity to separate the effect of household disruption from the income effect of remittances on the decision to invest in schooling. We are able to measure the number of adults living outside the household so that we may control for absenteeism in estimating the impact of remittances on household schooling choices. We ask if the impact varies by gender and age group (young child versus older child). Our results indicate that young children benefit more from remittances, but the benefits, controlling
Employment verification systems covered about one out of four people hired in the United States in 2010. In this paper, we evaluate the impact of state-level employment verification mandates on the employment and wages of likely unauthorized workers across the entire United States between 2004 and 2010. We find that E-Verify mandates, particularly those covering all employers, significantly curtail the employment likelihood of likely unauthorized male and female workers. However, they appear to have mixed effects on wages and may redistribute likely unauthorized labor towards industries often benefiting from specific exclusions, such as agriculture or food services.
To assess whether near-poor parents' job mobility is reduced due to the non-portability of employer-provided health insurance-an effect termed job lock-the authors examine data from the Survey of Income and Program Participation for 1996 and 2001, years bracketing the introduction of the State Children's Health Insurance Program (SCHIP). Among the working fathers whose children met the SCHIP eligibility criteria, those whose wives did not have their own employer-provided insurance were 5-6% more likely to separate from their current employer in the year of the later survey than in the year of the earlier survey, whereas those whose wives were insured exhibited no comparable change in mobility. These results confirm the presence of job lock: for men whose wives were uninsured, but not for those whose wives were insured, the authors argue, the SCHIP program presented a new opportunity to switch jobs without losing health insurance.

(NLSY79) from 1987-1992, a quasi-experimental framework is developed to assess the differential impact of amnesty on the legalized population relative to a comparison group. After the implementation of the amnesty program, employment fell and unemployment rose for newly legalized men relative to the comparison group of already legal U.S. residents. For women, employment also fell and transitions out of the workforce increased among the newly legalized population. Increasing returns to skill, as captured by English proficiency, only played an important role in explaining the employment of newly legalized women. Finally, newly legalized men and women enjoyed higher wage growth rates than their working native counterparts, perhaps owing to their comparatively growing returns to U.S. educational attainment over this period.JEL Classification: J6
