Parliamentary websites have become the main window of parliament to the outside world. More than a gimmick, they are an essential element in the promotion of a relationship between parliament and citizens. This paper develops a comparative analysis of the websites of the lower chambers of the Brazilian and the British parliaments, respectively the Chamber of Deputies and the House of Commons. We structure this analysis around three dimensions: 1) information about the institution; 2) information about parliamentary activity; and 3) tools to promote engagement with the public. The choice of two very different case studies enables us to consider more clearly the specific purposes of these parliamentary websites. We consider in particular if these parliaments' institutional differences affect their websites. The websites' analysis is complemented by semi-structured elite interviews with parliamentary staff who manage the services provided by these websites. Our analysis shows that both websites achieve much higher levels of complexity in the information area than in engagement. But it also shows that the Brazilian parliament website includes far more tools designed for public interaction than its UK counterpart. The indexes and interviews show that both institutions are highly committed to disseminating data and information to citizens. This is seen as a path towards achieving higher accountability and improving knowledge about parliamentary processes and, consequently, improving public image and levels of trust. Whilst there is a strong focus on the provision of information, there is still little evidence of enabling citizen participation in the legislative process. This is partly due to a tension between conceptions of representative democracy and those of participatory democracy. The articulation between these different types of democracy still has a long way to be resolved, although parliaments are slowly introducing participatory tools.A discussion has been made over a decade about definition and goals of E-Democracy, as well as actual possibilities of its implementation in diverse political systems. A partir de um breve resumo teóri-co sobre a criação e estruturação da audiência pública no Brasil, descreve-se a cobertura jornalística das audiências feita pelos veículos de comunicação legislativos, apontando as limitações e os problemas da atividade. A conclusão é que apesar das potencialidades do instrumento, ainda são necessários ajustes para que as audiências públicas realmente sejam apropriadas pela população brasileira como instrumento de participação na elaboração das políticas públicas. The news coverage of public hearings on legislative mediasAbstract: Examines the role of public hearings held in the Chamber of Deputies as instruments of political participation and citizenship. From a brief theoretical summary on the creation and structuring of the public hearing in Brazil, describes the coverage of the public hearings made by legislative media, pointing out the limitations and problems of activity. The conclusion is that despite the potential of the instrument, adjustments are still required to ensure that the public hearings are appropriate for the Brazilian population as an instrument of participation in the elaboration of public policies.
The study aims to analyse the strategies adopted by the Brazilian Federal Chamber of Deputies during the period 2019–2022 (56th legislature) on social media platforms. The survey with political advisers includes the following platforms: Facebook, Instagram, YouTube, Twitter, WhatsApp, Telegram and LinkedIn. The sample consists of 155 informants, 30.21% of the total of 513 parliamentary offices. The conclusions show that 65% of the offices adopt specific strategies for each type of social media, although there is a wider principle, which is the constitution of multi-networks, in a coordinated and complementary way. Within these strategies, the disclosure regarding the parliamentarian’s own actions and the agenda of their electoral bases is prioritized over institutional legislative activities.
O artigo analisa as relações entre os jornalistas e as fontes das mídias legislativas mantidas pela Câmara dos Deputados brasileira – TV Câmara, Rádio Câmara, Agência Câmara e Jornal da Câmara. Por meio de entrevistas e da observação-participante das rotinas produtivas dos quatro veículos, é possível observar o privilégio que recebem as fontes oficiais, especialmente os próprios parlamentares. O duplo papel dos deputados – fontes e publishers dessas mídias – é um complicador para a autonomia dos jornalistas. As disputas travadas entre as duas instâncias da produção jornalística apontam para a busca da diversidade de fontes e enfoques necessária em mídias que almejam o título de “públicas”.

RESUMOA programação de uma emissora de rádio institucional reflete sua identidade política? A partir desta pergunta inicial, este artigo analisa a grade de programação das principais emissoras de rádio (FM) das instituições que representam os Três Poderes: Rádio Nacional FM, Rádio Senado, Rádio Câmara e Rádio Justiça. O objetivo é avaliar se os gêneros de programação predominantes em cada emissora estão em consonância com sua identidade política/institucional. Para tanto, a comparação é pautada nos seguintes elementos: os objetivos institucionais de cada emissora; o modo como cada uma se autodefine (pública, estatal, institucional); e a percepção de seus gestores. O pressuposto que orienta o estudo é o de que as emissoras institucionais de rádio criadas na década de 1990 são herdeiras da tradição do rádio educativo criado na década de 1960. Conclui que tal herança persiste na atualidade, mas com uma nova abordagem, cujo foco é a educação para a democracia e a cidadania. Mas permanece o modelo tradicional de gestão, baseado no poder unilateral do Estado de decidir o que o cidadão deve saber.Palavras-chave: rádios públicas, Rádio Câmara, mídias legislativas. ABSTRACTDoes the programming of an institutional radio station reflect its political identity? Starting from this initial question, this article analyzes the program schedule of the four major (FM) radio stations of the institutions that represent the three powers of the Brazilian Republic: Rádio Nacional FM, Rádio Senado, Rádio Câmara and Rádio Justiça. The objective is to evaluate whether the programming predominant genres on each station are in line with their political/institutional identity. To that end, the comparison is guided by the following elements: the institutional objectives of each station, the way in which each one defines itself (public, state, institutional), and the perception of their managers. The assumption that guides the study is that the institutional radio stations created in the '90s are heirs to the tradition of the educational radio created in Brazil in the '60s. It concludes that this heritage continues today, but with a new approach, which focuses on education for democracy and citizenship. But the traditional model of management remains, based on the unilateral power of the state to decide what people should know.
