Reducing food losses and waste (FLW) is one of the sustainable ways of closing the food requirement gap in developing countries. However, there is not yet adequate knowledge on the extent of FLW by commodity type and stage of the food supply chain (FSC). Focusing on ten agrarian countries in Africa and building mainly on the Food and Agriculture Organization's Food Balance Sheets (FBSs), this study generates some new insights on the level of FLW by country, FSC and food type. Across the FSC, we find that these countries lose a cumulative amount equivalent to 28% (641 kilocalories per capita per day - kcal/cap/day) of the current calorie intake. Within the FSC, the production and post-harvest handling stages contribute the greater shares of the total losses with 38% or 244 kcal/cap/day and 34% or 218 kcal/cap/day, respectively. Our results also show that farm incomes would increase by 20% if the avoidable losses and waste were recovered. These results are troublesome given the level of poverty and food insecurity in these countries and suggest inefficient and unsustainable use of natural resources (water and cropland) associated with the FSC losses.
The lack of information as well as some misperceptions about the distinction between the welfare consequences of higher versus more volatile cereal prices has limited the effectiveness of policy interventions during the recent food crises in many developing countries. This article proposes an integrated empirical strategy to investigate and compare the different effects of these two phenomena and tests it using nationally representative household survey data from four sub‐Saharan countries. Results show that the negative impacts of a cereal price increase substantially outweigh the effects of price volatility on household welfare across the entire income distribution. The amplitude and the distribution of those effects depend heavily on specific factors, such as: the weight of food consumption over total expenditure; the budget share devoted to cereals; the substitution effect among food groups; and the relative number of net sellers versus net buyers accessing the market. We also show that volatility mainly harms the poorest quintile of the population.
We investigate the supply response for main staple food crops in Sub‐Saharan Africa over the period 2005−2013 using an innovative dataset recently developed by FAO’s “Monitoring and Analysing Food and Agricultural Policies” (MAFAP) programme. Relying on dynamic panel techniques, we observe that acreage, production and yields respond to price signals, even if with a limited intensity. Moreover, we find that direct price incentives arising from border protection, government interventions in domestic markets, and price shocks at the border stimulate farmers’ supply. We also show that omitting transaction costs from the analysis leads to underestimation of the price elasticity of supply. Conversely, using wholesale instead of farm gate prices as proxy for producer prices leads to overestimation of this price elasticity.
