The Concepción Metropolitan Area in Southern Chile has been showing high ambient concentrations of fine particulate matter due to its significant industrial activity. Therefore, this study analyzes various regulatory scenarios in order to help reduce the atmospheric emissions from the industrial activities. Unlike the standard methodology, the source location and the atmospheric conditions were included in the analysis to establish the contribution of these sources to the ambient levels of PM 2.5 observed in the populated Concepción Metropolitan Area. The results show that if only the direct impact of emissions is considered, the potential reduction in PM 2.5 concentration is underestimated and the total reduction costs are overestimated. Utilizando un modelo de equilibrio general computable, con estructura tecnológica, sistemas de demanda, precios flexibles y sustitución neoclásica se calibra la economía de la región del Bío Bío con datos de la Matriz Insumo Producto regional. Luego, se simula un shock de incremento en la productividad para cada uno de los 24 sectores productivos que tiene el modelo. El objetivo es determinar si los sectores escogidos como prioritarios por la Agencia de Desarrollo Regional son los que generan los mayores impactos en el nivel de actividad y pago a factores productivos, dada la interdependencia sectorial de la economía. AbstractUsing a computable general equilibrium model with technological structure, demand systems, flexible pricing and substitution, is calibrated the economy to Bío Bío region with data from the regional input-output matrix. Then, is simulated a shock that increase the productivity for each of the 24 productive sectors that have the model. The objective is to determine if the selected sectors as priorities by the Regional Development Agency are those that generate the greatest impact on the level of activity and payment to factors of production, given the interdependence of the economy sector. The paper concludes that some sectors were chose rightly and others not.
El “retorno de la educación” en Chile ha sido largamente analizado en diversos estudios de corte transversal, cohortes, y modelo en diferencias. Sin embargo, este es el primer estudio que utiliza la encuesta Panel Casen 1996-2001-2006, lo cual es importante como nueva evidencia ya que los datos de panel mejoran la capacidad de estimar la tasa de retorno (Heckman et al., 2006). Los resultados obtenidos son sensibles a métodos de estimación alternativos como mínimos cuadrados ordinarios, panel de efectos fijos y panel de efectos aleatorios. Se concluye con estimadores consistentes que en este país existe solamente un premio al título universitario más que un “retorno a la educación”.
El presente estudio evalúa el impacto sobre los ingresos y empleabilidad de los alumnos de INFOCAP mediante el método cuasi-experimental de propensity score matching. Los resultados obtenidos con este programa privado de capacitación de una institución sin fines de lucro basado en el voluntariado muestran un incremento de aproximadamente un 70% de los ingresos después de un año de egreso de los alumnos, concluyendo que los resultados son muy superiores a programas de capacitación gubernamentales comparables de Chile y Latinoamérica. Esto cuestiona la eficiencia en la asignación de recursos para programas públicos de capacitación.
