RESUMO:O presente artigo aborda o histórico nacional de medidas estatais, ações afirmativas e outras políticas públicas que objetivam efetivar o direito fundamental à igualdade material sociodigital. A metodologia utilizada foi a pesquisa bibliográfica, documental e o censo demográfico, por meio da análise legislativa, de livros, artigos científicos, dados institucionais e oficiais governamentais e de direito comparado. A hipótese principal deste trabalho é apontar como medidas emergenciais restritivas de distanciamento e isolamento sociais para enfrentamento da pandemia de Covid-19 escancararam discriminações sociodigitais e aceleraram o processo de inclusão, na sociedade da informação, de determinados grupos sociais mais vulneráveis. Versa ainda o estudo sobre os conceitos digitais de inclusão, exclusão, participação, capacidade, desigualdade -e seus três distintos níveis -, discriminação -e seus principais fatores -, alfabetização, engajamento, entre outros. Examinam-se também programas governamentais de inclusão digital, iniciativas da sociedade civil e outros projetos tecnicoeducacionais e pragmáticos de expansão do acesso à tecnologia. Os acalorados debates sobre novas tecnologias, regulação, normas meramente programáticas e políticas públicas inclusivas encontram-se na ordem do dia em diversificados meios de comunicação e informação, sempre de forma multifacetada. Trata-se de um avanço natural decorrente da globalização, haja vista a tecnologia ser um dos grandes motores do contemporâneo desenvolvimento social, político e econômico da humanidade. Conclui-se que é preciso encarar um dos principais desafios que se coloca a partir dessa constatação, com repercussão coletiva e duradoura: como lidar com a relação entre a velocidade das inovações tecnológicas e a morosidade do Estado na positivação, implementação e efetivação de políticas públicas sociodigitais, mormente no âmbito da Nova Economia?
