Este ensaio científico tem como objetivos discutir os entraves para a construção da Cooperação Internacional; indicar as principais características e como se desenvolveu a Cooperação Norte-Sul e, por fim, descrever as principais características da Cooperação Sul-Sul, identificando algumas diferenças entre a Norte-Sul e Sul-Sul e apresentando as principais críticas a esse tipo de cooperação. A pesquisa se baseou através de um levantamento de fontes bibliográficas dispostas no plano de ensino da disciplina Gestão Pública e Cooperação Internacional (PGPCI/UFPB), assim como em literaturas que buscaram complementar as temáticas supramencionadas. Em suma, demonstra que a confiança e a boa reputação cooperativa são elementos primordiais para o estabelecimento da Cooperação Internacional, indicando um possível caminho para a construção de um mundo mais cooperativo e menos competitivo. Além disto, ao longo de seu processo histórico, a Cooperação Internacional abriu espaços principalmente a duas vertentes de parcerias: a Cooperação Norte-Sul, que tinha como propósito principal financiar projetos e programas que colaborassem para o desenvolvimento as nações subdesenvolvidas, e a Cooperação Sul-Sul, na qual buscava afirmar independência e processos de desenvolvimento que correspondessem à realidade entre as Nações do Terceiro Mundo.
