A major reduction in global deforestation is needed to mitigate climate change and biodiversity loss. Recent private sector commitments aim to eliminate deforestation from a company's operations or supply chain, but they fall short on several fronts. Company pledges vary in the degree to which they include timebound interventions with clear definitions and criteria to achieve verifiable outcomes. Zero-deforestation policies by companies may be insufficient on their own to achieve broader impact due to leakage, lack of transparency and traceability, selective adoption, and smallholder marginalization. Public-private policy mixes are needed to increase the effectiveness of supply-chain initiatives aimed at reducing deforestation. We review current supply-chain initiatives, their effectiveness, the challenges they face, and identify knowledge gaps for complementary public-private policies.

Certification schemes have emerged in recent years to become a significant and innovative venue for standard setting and governance in the environmental realm. This review examines these schemes in the forest sector where, arguably, their development is among the most advanced of the sustainability labeling initiatives. Beginning with the origins, history, and features of schemes, the review synthesizes and assesses what we know about the direct effects and broader consequences of forest certification. Bearing in mind underlying factors affecting producers' decisions to certify, direct effects are examined by describing the uptake of schemes, the improvements to management of audited forests, and the ameliorative potential of certification for landscape-level concerns such as deforestation and forest protection. In assessing broader consequences, we look beyond the instrument itself to detail positive and negative unintended consequences, spillover effects, and longer-term and slow-moving effects that flow from the emergence of the certification innovation.

The failure of the worlds’ governments to agree on a binding global forest convention at the 1992 Rio Earth Summit led many leading environmental groups to advance eco‐labelling ‘forest certification’ programmes that, they hoped, would achieve greater success in implementing sustainable forest management. Eschewing traditional State‐centered authority, supporters of this ‘non‐State market driven’ (NSMD) approach turn to customers of wood products to create compliance mechanisms, either through positive incentives such as market access or price premiums, or negative incentives such as ‘direct targeting’ or ‘boycott’ campaigns. Understanding how such systems might ‘ratchet up’ global forestry standards, we argue, requires that existing scholarship place greater attention on the role of public policies in helping to facilitate the impacts of private solutions. Specifically, we argue that scholars and practitioners need to assess strategic decisions not only on the basis of their appropriateness at present, but what they might do to trigger a global ‘race to the top’ at a later time.
