Cet article explore les capacités d’influence des États membres dans le cadre des négociations au Conseil de l’UE autour des enjeux de justice et affaires intérieures (JAI). En prenant pour cas d’étude l’influence du gouvernement allemand, l’État membre disposant du plus grand pouvoir de vote au Conseil, à travers deux négociations récentes, cette recherche illustre comment de « grands » États membres n’ont pas systématiquement la capacité de façonner les décisions du Conseil, notamment en raison du profil individuel de leurs négociateurs et de l’efficacité de leur système de coordination.
