In Madagascar -a biodiversity hotspot of international importance -the villagers depend on the forest first for its soil as a reserve of arable land as well as a shelter and a pasture for the herds, and second for the production of timber, charcoal and other forest products. Most of the currently proposed conservation management systems for forests do not take into consideration villagers' needs, in Madagascar too; indeed degradation and deforestation have continuously occurred in places where the forest is under great pressure.In targeting the improvement of the livelihood of local populations and the maintenance of "multifunctionality", especially the ecological value of the forest, the present project aims at developing scientific criteria for a sustainable management of forest landscapes in western Madagascar at a regional scale. A detailed inventory of resources and a specific understanding of stakeholder requirements and strategies will allow drawing an accurate picture of the human-forest interface. A participatory approach paves the way for realistic management criteria that are really adequate to the ecological and social situations. The management criteria will provide a tool for further discussions on landscape management in central Menabe.
Im Rahmen eines Praxis-Workshops wurden anhand von vier Fallbeispielen Methoden und Instrumente zur Bewertung und Evaluation von Waldleistungen getestet. Das Evaluationsverfahren wurde in neun Schritte gegliedert: Diese reichen vom Kontext über die Analyse der Ressource bis hin zur Bekanntmachung der Vorteile für die Gesellschaft. Für jeden der neun Schritte steht eine grosse international abgestützte Palette aus über 80 Tools zur Verfügung. Die Anwendung ausgewählter Ansätze zeigte das grosse Potenzial des Konzepts, wobei auch die methodischen Herausforderungen diskutiert wurden.
Résumé Les effets des changements climatiques sur les forêts inquiètent du point de vue sécuritaire, tant les propriétaires forestiers que les adeptes de détente et loisirs. Aujourd’hui réglées par des normes générales inscrites en particulier dans le Code des obligations, les responsabilités en cas d’accident liés à de tels effets se heurtent, dans le fond, à la question de la causalité et de la responsabilité du propriétaire. En fonction des évolutions politiques et réglementaires, certaines pistes de sécurisation juridique pourraient être intégrées dans des modifications du droit, telles que par exemple compléter l’art. 699 du Code civil. De plus, une clarification des devoirs d’entretien serait bienvenue, voire, en tant que piste théorique, la définition d’une responsabilité subsidiaire des autorités par rapport à des risques indépendants de l’entretien assuré par les propriétaires forestiers. Dans l’intervalle, propriétaires forestiers, usagers et autorités peuvent formaliser des contrats ou conventions permettant de clarifier les responsabilités et limiter les risques pour chacun. Au-delà de tels arrangements volontaires, la prise en compte de la fonction d’accueil du public dans des zones prioritaires pourrait idéalement bénéficier d’un soutien et d’incitations semblables, par exemple, aux forêts jouant un rôle reconnu pour le maintien de la biodiversité. Il serait en effet imaginable de délimiter certaines zones et de soutenir de manière financière et technique des entretiens adaptés au maintien à long terme de cette fonction sociale, du point de vue sécuritaire comme du point de vue de l’attractivité du peuplement et des infrastructures pour les visiteurs.
