On December 2008, the European Union adopted the Council Directive 2008/114/EC on the identification and designation of European critical infrastructures (CIs) and the assessment of the need to improve their protection. In support to European CI operators, on 2011 the Italian Association of Critical Infrastructures Experts (AIIC) started a Working Group (WG) with the goal to define guidelines for the drafting of Operator Security Plan (OSP). On 2012, the WG activities had been extended to define a Data Model for the construction of a knowledge base to support a risk analysis based on the protection of Critical Infrastructures. One of the key elements of the WG was the adoption of the principles of Systems Engineering, at both methodological and application level. This paper demonstrates how this preparatory activities has been effectively conducted, providing a deep insight in the definition of the “Systems” and “Components” involved in the protection of Critical Infrastructures.
