ResumenDebido a las características particulares del mundo en el que nos encontramos se hacen especialmente importantes los análisis de inteligencia. En el presente trabajo se discute cómo funciona la mente humana en los análisis de inteligencia, centrando el objetivo en la incertidumbre, las valoraciones de la prueba, los juicios bajo presión y las limitaciones de tiempo, analizando cómo la estructura de nuestra maquinaria mental influye y constriñe los análisis de inteligencia. Nos ocuparemos del funcionamiento de la mente humana, y qué limitaciones encuentra centrándonos en cómo estas características cognitivas afectan a los analistas de inteligencia, cuando no se basan en hechos sesgados; además del impacto que el tiempo y la presión tienen en la exactitud de los resultados.Palabras clave: incertidumbre y razonamiento; inteligencia; sesgos cognitivos; seguridad.
AbstractDue to the particular characteristics of the world in which we find ourselves, intelligence analysis becomes especially important. This paper discusses how the human mind works in intelligence analysis, focusing on uncertainty, trial ratings, judgments under pressure and time constraints, analyzing how the structure of our mental machinery influences and constrict intelligence analysis. We will deal with the functioning of the human mind, and what limitations it finds by focusing on how these cognitive characteristics affect intelligence analysts when they are not based on biased facts; as well as the impact of time and pressure on the accuracy of results.
El objeto de este trabajo es estudiar la configuración de un específico tipo de liderazgo que se ha desarrollado dentro del innovador régimen de gobernanza de internet. Enmarcado en los postulados de la corriente constructivista de las Relaciones Internacionales, este liderazgo se caracteriza por ser de tipo discursivo y colaborativo, dado que basa su poder en el discurso y los valores que promueve, mientras asegura el trabajo conjunto, armónico y policéntrico de todos los actores interesados a fin de realizar el interés común en internet. Esto se verá demostrado a través del análisis discursivo y de gestión realizado por dos altos referentes institucionales del ecosistema de internet en esta década: Kathryn Brown de ISOC y Fadi Chehadé de ICANN.
En los últimos años se ha debatido mucho sobre la naturaleza y características de las amenazas híbridas, concepto ambiguo, innovador, dinámico y flexible que incluye casos tan diversos como los actos violentos perpetrados por civiles militarizados filo-rusos en el Este de Ucrania, o ciber-ataques contra estructuras críticas públicas en los Países Bálticos, o las masivas campañas de fake news y manipulación de las redes sociales durante el referéndum por el Brexit en el Reino Unido y las recientes elecciones presidenciales en Estados Unidos y Francia.
