MEDIÇÃO DE DESEMPENHO E ESTRATÉGIAS ORIENTADASPARA O CLIENTE: resultados de uma pesquisa de empresas líderes no Brasil RESUMO Este artigo apresenta um resumo dos resultados mais relevantes de uma pesquisa realizada pelos autores em 1997 sobre o estado da arte em sistemas de medição do desempenho organizacional no Brasil. Sua principal preocupação foi aprofundar a seguinte questão: uma das maiores barreiras para o sucesso da implementação de estratégias de melhoria do desempenho organizacional orientadas para o cliente, nas empresas no país, é a falta de sistemas de medição do desempenho adequados a essas estratégias. A pesquisa confirmou que a dificuldade cultural de mudar as práticas de medição existentes, para incluir dimensões qualitativas de medição, constitui um dos principais entraves à adoção de novos sistemas de medição mais adequados. Ao mesmo tempo, revelou que a falta de metodologias adequadas para a medição de dimensões qualitativas é percebida como um problema tão significativo quanto a dificuldade cultural. Tal resultado constituiu ponto de partida para investigações mais aprofundadas a respeito das metodologias utilizadas pelas empresas pesquisadas. Evidenciou-se a urgência de desenvolver novas metodologias de medição do desempenho organizacional, ou adaptar as existentes, levando-se em conta as contingências socioculturais específicas do Brasil. ABSTRACTThis article presents a summary of the most relevant findings of a research on the state of the art of organizational performance measurement systems in Brazil, carried out by the authors in 1997. The main concern of this research was to investigate in greater depth one of the conclusions of a previous study: a major barrier to the successful implementation of customer-oriented quality improvement strategies in companies in Brazil is the lack of adequate organizational performance measurement systems. The research confirmed that the cultural difficulty to change current measurement practices, so that they include qualitative measurement dimensions, constitutes one of the main causes for not adopting new, more adequate, measurement systems. At the same time, it revealed that the lack of adequate methodologies for measuring qualitative dimensions is perceived to be as significant a problem as the cultural difficulty. This last finding constituted the starting point for further investigations into the methodologies used by the firms selected for the research.
