Recursos de pessoal disponíveis para desenvolvimentos de projetos de construção e remodelagem em instituições públicas são por muitas vezes escassos. Bem como o processo de priorização acaba sendo caótico devido à forma como recursos financeiros para realização destes projetos são disponibilizados. O planejamento para uma Instituição Federal de Ensino Superior (IFES) acaba sendo afetado por questões de uma conjuntura e oportunidades decorrentes de momentos políticos que atrapalham um planejamento consistente para melhor alocação destes recursos. Assim, o problema abordado consiste numa proposta que auxilie o setor responsável por projetos a estabelecer o sequenciamento dos trabalhos a serem executados considerando múltiplos critérios que refletem as necessidades da instituição. Por isso, o método TOPSIS foi adotado para a priorização dos projetos a serem desenvolvidos na Diretoria de Planos e Projetos (DPP) da UFPE. Esse método foi escolhido, pois, permite justificar as escolhas e é de fácil entendimento face ao ambiente democrático de uma IFES e a transparência requerida para o setor público. Para ilustrar o modelo proposto neste artigo, é apresentada uma aplicação numérica que reflete o problema de seleção de projetos na DPP, apresentando os critérios usados e a aplicação do modelo.
