The article aims to explore the utility of Europeanisation as a concept to grasp the interactions between national and European levels. The article illustrates how the EU impacts on the national level of policy, polity and the politics of Member States and assesses how the role of nation states within the European political system has changed as a result. First, the existing definitions of Europeanisation are critically assessed, contextualised and delimited. Initially developed for communitised policy areas in the first pillar, Europeanisation is defined as an interactive, ongoing and mutually constitutive process of ‘Europeanising’ and ‘Europeanised’ countries, linking national and European levels. Defining Europeanisation as ‘domestic change’, the article then discusses mechanisms, objects and forms, as well as the criteria and conditions of change. The article subsequently seeks to clarify the validity of the Europeanisation concept in capturing the increasing interwovenness of national and European spheres in intergovernmental policy fields situated in the second pillar of the EU, that is, foreign and security policy. Inherent methodological challenges, mainly due to the deficient delimitation of Europeanisation and the intergovernmental character of this policy field are discussed as well as the particularities of its applicability in this unique policy area.
While the EU has subscribed to the Comprehensive Approach (CA) on the rhetorical level, it struggles to effectively apply its unique toolbox and substantial resources, and that particularly in the area of peacebuilding. Hence, numerous actors call for an EU peacebuilding strategy to define and prioritize the Union's objectives and to improve the coordination and effectiveness of its instruments across the peacebuilding activities, i.e., civil and military capabilities, institutions and operations.This article shows that such a strategy is both necessary and doable. First, it defines the underlying concepts: strategy and peacebuilding. Second, it analyses the EU-settings in which peacebuilding concepts, instruments and resources are located and identifies factors that regularly spoil strategic coherence within EU peacebuilding. Third, by applying strategy analysis to the context of peacebuilding this paper develops a definition of a peacebuilding strategy and describes how such a strategy could improve the effectiveness of the EU's CA. It shows that successful strategies are based on strategic coherence: (a) strategies, able to deal with the existing diversity of concepts, institutions and resources, and (b) that strategic planning, capability development and implementation form a coherent process.

ZusammenfassungDie Finanzkrise hat die ohnehin marode europäische Verteidigungsfähigkeit in eine tiefe Krise gestürzt. Das führt dazu, dass die EU-Staaten ihre Präferenzen ändern : Verteidigungshaushalte werden zum strategischen Faktor europäischer Sicherheit. So wird aus dem Gegensatz zwischen nationaler Entscheidungsfähigkeit und militärischer Effektivität ein immer spannungsreicheres Dreiecksverhältnis. Als neue Herausforderung tritt die ökonomische Effizienz hinzu : Wie viele Ressourcen müssen und können die Staaten für ihre Handlungsfähigkeit aufwenden ? Nicht die sicherheitspolitischen Interessen und Werte der Staaten bestimmen also maßgeblich, welche militärischen Fähigkeiten sie vorhalten und welche sie abschaffen, sondern ob diese Fähigkeiten kurzfristig überhaupt noch bezahlbar sind. Gelingt es den Europäern nicht, sich auf diese neuen Bedingungen einzustellen, werden sie ihre militärische Handlungsfähigkeit sowohl bei der Territorialverteidigung als auch beim internationalen militärischen Krisenmanagement weiter verlieren.Die Autoren fassen in diesem Artikel Ergebnisse ihrer Forschung aus den letzten drei Jahren zusammen, die in ähnlicher Form auch in einem Sammelband der Stiftung Wissenschaft und Politik in Berlin erscheinen werden. 1
