Resumen.-La relación entre mujeres y Estado es compleja y ha cambiado en el transcurso del tiempo desde su incorporación a la planificación social durante el peronismo hasta la actual estrategia de intervención social en relación al desempleo. Sin embargo, hay una constante: en las mujeres se ponen las expectativas por la supervivencia de los hogares y del cuidado de los/as sujetos dependientes. Analizar el papel complejo que las mujeres desempeñan en las políticas sociales que las interpelan, contribuye al debate en torno a las relaciones entre Estado, mercado y sociedad civil que estructuran el sistema capitalista, y sus articulaciones con la desigualdad de género. Se trata de un lugar donde ser mujer o se varón no es un mero calificativo, sino que las diferencias corporales están profundamente imbricadas a los procesos sociales. Since they were incorporated into social planning during Peron's regime up to the current strategy of social unemployment intervention, this relationship has been changing. However, there is a constant theme underpinning them: expectations for survival and care of dependent persons are placed on women. Analyzing the complex role that women play in social policies contributes to the debate about the relations among the State, the market and civil society -a set of relationships that structures the capitalist system and its interconnections with gender inequality. Being a woman or a man is not just a quality: bodily differences are deeply intertwined with social processes.
Desde fines de los 1990 tanto en Argentina como en Latinoamérica, se han introducido planes sociales destinados a atenuar las condiciones de pobreza producto del modelo neoliberal. Estos procesos afectan de modo particular a las mujeres en cuanto las ubica como 'destinatarias' privilegiadas de estas medidas. En este ensayo buscamos explorar en que sentido en que algunos supuestos de la Nueva Economía de la Familia (NEF) promueven la naturalización del rol reproductivo y doméstico para las mujeres, y las define como funcionales a los objetivos de las políticas sociales paliativas de los 1990. Esta visión, que promueve el aprovechamiento de las supuestas 'virtudes maternales' de las mujeres, reproduce la discriminación de género y clases, y refuerza la supuesta naturalidad de la división sexual del trabajo
En este artículo propongo reflexionar, desde un puno de vista de género, en torno a la participación de las mujeres en la formación del Estado Nación en Argentina. En Argentina el proyecto de masificación de la educación moralizadora y civilizadora, que acompañó la creación de la Nación en la segunda mitad del Siglo XIX, se dio simultáneamente con la feminización de la docencia, la generalización de la escuela mixta y la propuesta de un currículo único. Este proceso tuvo como protagonistas escasamente reconocidas a las mujeres, porque fueron especialmente “convocadas” para la creación y difusión de valores, conocimientos y símbolos reforzadores de sentimientos de nacionalidad, no sólo por su papel dentro de la familia sino especialmente por su “misión” en el proyecto educativo nacional. La participación de las mujeres en dicho proyecto tiene como consecuencia que hoy se considera, falsamente, saldada la deuda educativa con las mujeres y garantizada la igualdad de oportunidades.
¿Qué tenemos para decir las feministas sobre el Estado y las políticas públicas? El interrogante nos provoca tanto por las transformaciones que, en las últimas décadas, han experimentado los Estados en relación con las mujeres, como por los cambios en los discursos y prácticas políticas de los feminismos, y la articulación entre ambos procesos. Después de más de 40 años de que “la condición de la mujer” ingresara en los espacios estatales latinoamericanos, los devenires de los procesos de institucionalización dan lugar a más preguntas que respuestas. Resulta necesario ir más allá del debate sobre la efectividad/inefectividad de las políticas y desplazar el eje hacia los quehaceres de los feminismos y cómo se van anudando con las formas y función del Estado, a través de la instalación de reivindicaciones que se consideran justas.
RESUMENEn este artículo compartimos un diálogo en torno a nuestros procesos personales de decidir sobre la propia maternidad, la articulación entre maternidad institucionalizada y heteronormatividad, y las posibilidades de elegir no tener hijos/as. Nuestras resistencias al mandato de la maternidad heteropatriarcal, como así también nuestras ambivalencias en el proceso de decisión, son formas de transgresión y rebeldía que se materializan en nuestros cuerpos. Creemos relevante recuperar nuestras vivencias como feministas de los años '90 y 2000 porque a través de la politización y la reflexión de la propia experiencia anclada al cuerpo, a la clase, la etnia y la cultura nos constituirnos en sujetos políticos colectivos y construimos teoría desde la que pensarnos y pensar la sociedad sexualmente marcada, por lo cual nuestros testimonios aportan a los procesos de construcción de las decisiones personales, de las luchas políticas y de los sujetos de los feminismos. Palabras clave:No-maternidad, Experiencia, Cuerpos, Feminismos, Heteropatriarcado.Narrating embodied ambivalence: a dialogue about our "non-motherhood" experiences ABSTRACT In this article, we share a dialogue about our personal decision-making processes regarding motherhood, the convergence of institutionalized motherhood and compulsory heterosexuality, and the possibility of actively choosing non-motherhood. We claim that our resistances to the mandate of hetero-patriarchal motherhood -as well as the ambivalences present in our decision-making processes-are forms of embodied transgression and rebellion. We find it relevant to rescue our testimonies as feminists living in the decades of 1990 and 2000 because we believe that by rendering political our own experiences anchored in our bodies, our social class, ethnic origin and cultural inheritance, we become part of a political collective and we build theory that serves as a ground to think about ourselves and about our gendered society. Thus, our testimonies contribute to the processes of making personal decisions, sustaining political struggles and defining the subjects of feminisms.
