Tue 2022 legislative elections in France saw a new political player: NUPES, who won about a fourth of the National Assembly seats. Tuis ad hoc alliance of the four main parties of the left-wing political spectrum (socialists, greens, communists, radical left) faced considerable hurdles in nominating candidates. When analyzing the extent to which these were overcome, a number of less well-known factors of the French political system are explained, and the possible effects the electoral alliance might have on the party system are explored. Based on the LEGIS-2022 dataset on candidates in the parliamentary elections, we can show that the party financing rules and the local anchoring of the parties had an impact on the internal balance of power within the Left Alliance. Although electoral successes were hardly predictable not only due to the lack of safe constituencies but also to resistances exercised within their own ranks in the form of counter-candidacies, all four left-leaning parties were able to form their own parliamentary group after the election. In this respect, the electoral alliance functioned as a useful vehicle for maximizing votes in a highly fragmented party system.
La science politique tend à sous-étudier le travail de coordination législative qui a lieu entre gouvernement et Parlement, laissant le « fait majoritaire » expliquer en lui-même les décisions prises. Pourtant, ce « fait majoritaire » ne dispense pas l’exécutif de tout un travail politique pour obtenir la discipline de la majorité parlementaire : il est donc important d’ouvrir la « boîte noire » du Parlement et de ses interactions avec le Gouvernement. En raison de la coupure organique entre les deux institutions, la coordination du travail législatif nécessite des espaces de coopération initialement informels, dont les rôles se sont progressivement institutionnalisés : on présentera notamment les petits-déjeuners de la majorité, le portefeuille ministériel des Relations avec le Parlement ou les conseillers parlementaires au sein des cabinets ministériels, dans le but de donner des pistes de recherches sur un aspect du processus législatif trop souvent laissé dans l’ombre.
Dans le cadre de l'extension du centre d'enfouissement technique (CET) de Saint-Fraimbault (Mayenne), un projet de recherche-développement relatif à l'utilisation de géomembrane en polypropylène pour les dispositifs d'étanchéité par géomembrane dans les CET a été mis en oeuvre. L'objectif de ce projet est d'analyser les performances d'une telle géomembrane dans le dispositif de sécuri té active d'un CET et de définir des critères de dimen sionnement et/ou de mise en oeuvre. As part of the expansion of the waste landfill located in Saint-Fraimbault (Mayenne), a research and deve lopment programme on the use of polypropylene geomembrane for geomembrane lining systems to be installed in these sites has been set up. The research and development programme, being carried out within the framework of the expansion of the Saint-Fraimbault landfill aims to analyse poly propylene geomembrane performances as part of the active barrier system and to define design and/or installation criteria.
