Résumé Il s’agit ici d’analyser le rôle du référendum local dans la transformation des systèmes de démocratie locale en France et en Allemagne. Selon son statut (consultatif ou décisionnel),le référendum pèse différemment sur le circuit temporel des décisions locales. Comparer un cas où le référendum est une simple demande d’avis (France) à un cas où le référendum est contraignant (Allemagne) permet ainsi de mesurer la façon dont les acteurs se saisissent de ce type de procédure et mettent sur l’agenda des autorités locales de nouveaux thèmes de préoccupation. L’article se propose d’étudier les résultats des référendums selon une variable objective (validité juridique, c’est-à-dire respect de la législation) et également selon une variable subjective (satisfaction du point de vue des initiateurs) afin de comprendre les motivations des acteurs ayant recours à cet instrument.
