La création d’une indemnité législative intervient en France à l’été 1789. Imbriquée dans les projets révolutionnaires, elle suscite la gêne de nombreux députés, et attise des débats récurrents. Remise en cause par le premier Empire, abrogée par la monarchie censitaire, réintroduite en 1848, cette norme nouvelle est paradoxalement confortée par le Second Empire. Le traitement des élus ne va pas de soi, y compris après 1870 : les refus persistants de dédommager les mandats locaux et l’indignation suscitée par l’augmentation de l’indemnité parlementaire fin 1906 montrent que, pour une partie de la société française, l’idée que la politique soit un métier rémunéré est perçue comme une corruption, encore à la veille de la Grande Guerre.
Cet article aborde deux dispositifs mis en place au tournant du XXe siècle en faveur des députés : la caisse des pensions des députés et les fonds des secours. La caisse des pensions étant mieux connue de l’historiographie que les fonds de secours, très méconnus voire ignorés. L’auteur interroge ces créations sous l’angle d’un changement de sociologie des députés, qui n’ont plus un patrimoine familial suffisant pour vivre dignement une fois leurs mandats terminés, et présente les débats qui ont pu avoir lieu autour de ces dispositifs en lien avec la question du métier de député. Pour cela il s’appuie notamment sur les archives de la questure de la Chambre, afin d’identifier le fonctionnement de ces dispositifs et leurs bénéficiaires.
Si Alfred Naquet est connu comme un personnage notable des débuts de la Troisième République, principalement pour son rôle dans le vote de la loi sur le divorce, les idées socialistes qu’il développe à partir des années 1890 sont plus confidentielles. Sa pensée tour à tour « socialiste libérale » puis collectiviste hostile au marxisme et anarchisante, qu’il diffuse dans quelques opuscules, sera présentée dans cet article. Elle permettra notamment de s’interroger sur ce que cet itinéraire atypique voire marginal, qui se déroule en dehors des organisations socialistes d’alors, peut nous apprendre sur le socialisme français en cours de structuration au tournant du siècle.

Par exemple, dans l'ouvrage classique Histoire générale du socialisme français, le scandale de Panama est présenté en quelques lignes seulement. Madeleine Rebérioux y écrit que le scandale de Panama « rend les ouvriers sensibles à l'antiparlementarisme sommaire, à l'antisémitisme de classe, au patriotisme exacerbé […] 1 .» Audelà de ce constat, fort juste au demeurant, l'objectif de cet article est de faire une lecture critique des réactions de quelques figures du socialisme français écrivant dans La Revue socialiste face à la corruption dévoilée lors de scandales survenus entre 1892 et 1914. Ce sont des acteurs critiques. Leur socialisme est un « socialisme moral 2 », ils le conçoivent comme une doctrine éthique permettant une régénération de l'humanité, ce qui fait de La Revue socialiste un poste d'observation privilégié pour appréhender et comprendre les perceptions, les représentations des stratégies politiques des socialistes face à la corruption.Ces dernières années, l'historiographie sur les scandales politiques s'est enrichie de nouveaux apports venant notamment d'autres sciences sociales, comme la sociologie. Damien de Blic et Cyril Lemieux proposent dans un article récent d'envisager les scandales politiques comme une épreuve pour les sociétés, qui permet d'expliciter les normes de différents acteurs qui se positionnent face à une transgression publique. D'après ces deux auteurs le scandale a une force instituante et constitue un moment de transformation sociale, qui peut aboutir à des réaffirma-1.
