Street-level bureaucrats have been given an increasing role in the implementation of policies aimed at the poor. The article analyses: (1) how social workers in the Nordic countries explain the causes of poverty and whether there are variations between countries in social workers’ perceptions; and (2) the nature of the impact, if any, of various individual- and municipal-level factors on social workers’ perceptions of the causes of poverty. Survey data gathered from social workers in four countries are analysed and combined with data from the municipalities in which the respondents work. The results illustrate that social workers display a surprisingly large variation in perceptions: there are differences between countries and also differences related to individual-level factors, while municipality-level factors do not appear to influence the perceptions of social workers in an obvious way.

In various earlier studies focusing on support for the welfare state, attitudinal differences have been explained by factors linked to individual social characteristics of respondents. This study focuses mainly on how macro-sociological variables influence attitudes towards the public service system in Finland. An attempt is made to investigate whether differences between municipalities in public-policy measures, political climate and the economic situation have effects on ordinary citizens' support for the service system or whether such support is only related to the individual-level factors, such as socio-economic position and gender, that are traditionally used in studies of attitudes. A focus on attitudes towards economy measures makes it possible simultaneously to investigate the kinds of municipal-level circumstances that affect the acceptance of a retrenchment of the 'service state'. The analyses are based on individual-level data (n = 1,024) and municipal-level Finnish data. The results show that different indicators of macro-sociological factors do have an impact on people's attitudes towards public services. Individuals in municipalities where economic conditions are relatively poor, where the level of social and health expenditure is low and, on some issues, where bourgeois parties are the dominating political bloc, show a lower level of support for the welfare services. However, the impact of tax policies is not that significant on any of the questions studied. The interpretation of the results includes a discussion of specific problems associated with this type of analysis.

These policies put a greater emphasis on the individual's own responsibility for being unemployed. Little is known, however, about how social workers view the unemployed -one factor that might influence how policies are in fact implemented. Therefore, our purpose was to analyse Nordic social workers' attitudes towards the unemployed and their determinants: Do social workers' attitudes correspond with a more individualistic view on unemployment? We utilised the data from surveys of professional social workers in four Nordic countries. Our analyses showed that individualistic attitudes towards the unemployed appeared to be rather rare among Nordic social workers. However, attitudinal differences were found between and within countries.
