Digital Convergence is the technology of integrating with the contents of communication, broadcast and information industries. This emerging industry has already caused changes in various industries, and it also brought the business opportunities which will improve the national competitive and advantage. This study aims to addresses the issue of industrial policy, though there exist many topics on digital convergence, such as society, infrastructure, and content. This study adopts method of comparative case study to perform an analysis of cross-country comparisons. The case is selected from the most representative ICT companies of US, UK, Japan, Korea, Mainland China and Taiwan. The findings are described as follows: each nation has worked hard to prevent confusion in competition. Moreover, each government has designated a major developmental project of digital convergence. The advanced countries have tried to make laws to regulate and protect intellectual properties. In developing countries, the government can better use the power of the nation to achieve value-adding objective of digital convergence. On the other hand, US and UK mostly adopt policies that allow enterprises and the market to operate and develop freely. China has the advantage of a huge consumer market. Finally, a thoughtful and quick-response industrial policy had better be developed.
Abstract-This study is a case study of Show-Chwan hospital of Taiwan. Based on a perspective of activity theory, this study develops an innovation model of health cloud services (HCS) and explores the evolution of the model. This study collected the related secondary data of the case between 1995 and 2012andin-depth interviews. The findings are: 1)Epidemic prevention mechanism is a primary development mechanism of health cloud activity; 2) Electronic medical record management is a core mechanism to promote health cloud activity; 3) Personal health management is a business mechanism of health cloud activity; 4) Privacy protection mechanism is a critical issue of health cloud activity, however, it hinders the development of health cloud activity.
This study explores the new service design (NSD) of medical cloud service (MCS) based on the perspective of activity theory. The activity theory consists of six elements concerning object, tool, subject, rule, community, and division of labor. This study adopts the method of case study. The secondary data of the case originally has 2,322 events about service innovation; however, only 109 events are directly related to NSD projects through analyzing the collected data. Based on semantic analysis, content analysis and in-depth interviews, this study obtains the following findings: There are 32 NSD models existing in MCS innovation, where the community plays key driver role and objective is the least. MCS is provided with master-slave NSD model and slave model is driven by community. In addition, the collaboration and quality control between subject and community can be contributory to NSD performance.
