The problem of managing load is deceivingly simple and appears in almost all types of technology solution offerings. 3,4 Essentially, it is a contention for limited resources. From the perspective of providing service over the Internet (for example, hypertext transfer protocol [HTTP], file transfer protocol [FTP], and telnet), a major problem is contention for the server resources that promise and provide these services. The delay perceived by an end user (client) in the Internet is a function of server response delay and network delay (for example, from routers and switches), where the latter is the more prominent bottleneck in many cases.
