Bismarck, bien malgré lui, a été à l’origine, à partir de 1884, de la constitution de l’Empire colonial allemand. Quand il quitte la chancellerie, cet empire correspond à cinq fois la superficie du Reich. Le 3 e empire colonial du monde s’étend sur trois continents, surtout en Afrique. La grande majorité de la population allemande, à l’instar de Bismarck, ne s’y intéresse pas. Quand la Première Guerre mondiale éclate, rien ne laissait présager que ce conflit toucherait les possessions ultra-marines. Or il en fut autrement. Dès août 1914, Français et Britanniques attaquent les colonies allemandes d’Afrique et ces territoires, mal défendus, se rendent les uns après les autres. Accusés par les Alliés d’avoir maltraité les populations de leur empire, les Allemands en sont dessaisis à Versailles, le 28 juin 1919. L’Allemagne devient un pays sans colonies. Cette perte est ressentie par de nombreux Allemands comme une humiliation. Dans le cadre de leur politique révisionniste, les gouvernements, qui se succèderont à la tête du pays, sous la République de Weimar et sous le Troisième Reich, refuseront d’entériner la disparition définitive de cet Empire, jugé indispensable à l’avenir politique et économique du pays, mais la reconquête des territoires perdus ne sera jamais leur premier objectif. La mémoire de cet empire a été ravivée ces dernières années par les peuples Herero et Nama. Les massacres dont ont été victimes leurs ancêtres en 1904 sont en passe d’être officiellement qualifiés de génocide. En Allemagne, des expositions rappellent en 2017 l’existence du passé colonial.
