Si la stabilité de la main-d'oeuvre est indéniablement une caractéristique majeure des caisses d'Allocations familiales (CAF), on ne saurait sous-estimer les capacités de mobilité, à la fois géographiques et professionnelles de leurs agents. Il semble même que le potentiel de mobilité géographique ne soit pas exploité complètement par des CAF souvent frileuses, qui préfèrent jouer la promotion interne sur place à une utilisation systématique des demandes de mutations via la bourse des emplois. Cette gestion de l'emploi selon les canons d'un marché interne presque pur a été accompagné d'un taux de mobilité promotionnelle élevé. Elle a contribué à dessiner les contours d'un modèle de carrière permettant au plus grand nombre des agents embauchés comme employés d'espérer accéder un jour à un poste d'encadrement de proximité. La modification des règles régissant la reconnaissance des compétences et l'accès aux formations internes de cadre a rendu caduc le modèle de carrière, sans pour autant modifier sur le fond les aspirations des agents à faire carrière.
