A experiência brasileira na busca pela geração de energia nuclear só tem início na década de 1970, época em que os militares ocupavam o governo. O país transitava pelo “Milagre Brasileiro” que colocou em xeque a matriz energética brasileira quanto à sua capacidade de geração de energia elétrica para suprir os níveis crescentes de demanda. O mundo vivia a Guerra Fria, e vários países investiram pesadamente em segurança nacional. Neste cenário tem origem o efetivo Programa Nuclear Brasileiro, em 1972, através da Central Nuclear Almirante Álvaro Alberto (CNAAA), Angra dos Reis / RJ, sempre marcado pela dúvida se objetivava fins pacíficos ou bélicos, pela discussão quanto aos riscos que trouxe ao território do entorno da CNAAA e quanto aos planos de emergência no sentido de proteger as pessoas e o meio ambiente, frente a possíveis desastres nucleares. A geração termonuclear de energia deve preparar respostas a eventuais situações de emergência, pois mesmo sendo de baixa probabilidade de ocorrência, quando acontecem, apresentam impacto catastrófico para as populações e regiões do seu entorno. Este artigo, através de revisão de literatura, analisa a dinâmica do PNB, seu caráter científico e ideológico, sua evolução no tempo, seus riscos e seus planos de emergência.
