Küresel düzeydeki konut talebinin yerelde olumlu ve olumsuz mekânsal etkileri vardır, bunları kontrol etmede ve yönlendirmede devletin en önemli araçlarından biri mekânsal planlardır. Türkiye’de 2012 yılında karşılıklılık ilkesinin kaldırılmasıyla başlayan süreçte, konut edinen yabancıların uyruklarında ve tercih ettikleri kentlerde değişiklikler meydana gelmiştir. Çalışmanın amacı, bu sürecin kentlere mekânsal etkilerini tespit etmek ve kent planları ile ilişkisini ortaya koymaktır. Çalışma alanı olarak, belirtilen tarihten sonra ülkemizden konut edinme hakkı kazanan Arap Ülkeleri vatandaşlarının en çok konut edindiği kentlerden olan Trabzon seçilmiştir. Mekânsal etkileri tespit etmek amacıyla Trabzon’da yabancıların en çok konut edindiği Kaşüstü’ nün 2012 yılı öncesi ve sonrası arazi kullanım haritaları oluşturulmuş ve kullanım türü değişen alanlar belirlenmiştir. Kent planları ile ilişki kurmak amacıyla da kullanım türü değişen alanların uygulama imar planlarına uygunluğu işlevsel ve yapılaşma koşulu bakımından analiz edilmiştir. Tarım alanlarının yoğun yapılaşması olumsuz mekânsal etki olarak öne çıkmaktadır. İmar planlarından farklılaşan en önemli noktalar ticaret ve park işlevlerinden konuta dönüşüm ve planlanandan daha yoğun yapılaşmadır; yapılaşma koşulu bakımından ise kapalı site tipi konut alanları oluşmasıdır. Tüm bu değişiklikler, bütüncül bir yaklaşımla ele alınmamış, parçacıl müdahaleler şeklinde gerçekleşmiştir. Planın meşruluğunu koruması adına dışsal gelişmelere göre planlar değişmemeli, bu gelişmeleri göz önüne alarak bütüncül yaklaşımla planlama çalışmaları gerçekleşmelidir.
