On peut s’interroger sur le sens qu’ont les modifications relatives au statut des animateurs travaillant en accueil de loisirs dans le contexte socioéconomique actuel. Dans le monde de l’animation, depuis la substitution du contrat d’engagement éducatif (CEE) à l’annexe II à la Convention collective, on note la volonté des représentants des fédérations de maintenir une distinction entre occasionnels, nommés « volontaires », et professionnels. Cette volonté est néanmoins freinée dans sa mise en œuvre par le droit du travail national, mais surtout européen. Quel sens donner aujourd’hui à l’appel des fédérations en faveur d’un statut de volontaire dans les accueils collectifs de mineurs à caractère éducatif ? L’analyse des discours révèle une rhétorique normative proche de celle utilisée pour le dispositif du service civique volontaire (SCV). Tous deux concernent les jeunes et on retrouve les mêmes valeurs, l’idée d’engagement et d’intérêt général. Dans les deux cas, le volontariat s’inscrirait dans le courant de l’éducation populaire et de l’économie sociale et solidaire.
