In view of international declarations that point to a profoundly changing technological revolution in which socioeconomic, geopolitical and demographic factors increasingly impact directly on the world of work, resulting in the emergence and / or disappearance of professions. Also, considering global employment trends for youth, which indicate major challenges for the employability of this population, this study uses the science of Training Development and Education (TD&E) as a strategy for identifying new skills and mapping knowledge gaps for the field of Youth Employability through a training program. The objective of this paper was to describe the process of building a global competency-based training program for youth employability, focusing on building protocols for observing global competencies in group dynamics and individual interviews, and preparing instructional plans. Being an investigation with exploratory qualitative method, it was adopted the logical model of the Heuristic Logic Matrix in an adapted way, aiming at the description of analyzes on ex-ante and in-course structures of the training program in question. The mapping of global competencies focused on youth employability resulted in the creation of observation protocols and instructional planning of the proposed training. As a discussion, we present the need for alignment between training tools and strategic decisions of youth education programs, as well as the need for new discourses of support to youth in the search for employment. It is considered essential to carry out new studies aiming at the optimization of the described processes, the semantic and psychometric validation of the presented instruments and the inclusion of analyzes aimed at studying the social impact of programs such as this one, at statistical levels.
