A população em situação de rua carrega sobre si o peso do preconceito, sendo muitas vezes responsabilizada pela situação de vulnerabilidade em que se encontra. Embora políticas públicas venham sendo desenvolvidas para atender essa população, pode-se questionar se há participação social quando da implementação dessas políticas. Dessa forma, esta pesquisa teve por objetivo analisar se as políticas públicas destinadas a pessoas em situação de rua foram implementadas seguindo de processos decisórios participativos deliberativos. Uma revisão sistemática foi conduzida para selecionar artigos na base Scielo no período de 2014 a 2018. As políticas públicas implementadas foram analisadas a partir dos pressupostos da Gestão Social (TENÓRIO et al., 2008). Os resultados indicam que as políticas públicas direcionadas para pessoas em situação de rua precisam ser implementadas com maior participação da sociedade, organizada ou não, ouvindo aqueles que são os destinatários das ações e que sua participação seja de forma espontânea, observando seus direitos e peculiaridades.AbstractThe homeless population carries the weight of prejudice, often being held responsible for the situation of vulnerability in which they find themselves. Although public policies have been developed to serve this population, one can question whether there is social participation when these policies are implemented. Thus, this research aimed to analyze whether public policies aimed at homeless people were implemented following deliberative participatory decision-making processes. A systematic review was conducted to select articles in the Scielo database from 2014 to 2018. The public policies implemented were analyzed based on the assumptions of Social Management (TENÓRIO et al., 2008). The results indicate that public policies aimed at homeless people need to be implemented with greater participation of society, organized or not, listening to those who are the recipients of the actions, whose participation might be spontaneous, observing the rights and peculiarities of homeless people.
