The aim of this study is to investigate the different types of access to scientific literature used by Argentinean researchers. This paper focuses particularly on the extent to which the illegal route is resorted to, the motivations for resorting to it, representations of legality and moral acceptability, and the relationship between productivity and different access routes. In order to tackle these topics, a survey was carried out among CONICET researchers. The main findings are as follows. The use of the illegal route is massive and widespread; it does not replace but rather coexists with the use of legal routes; there is a striking disconnection between the representations of legality and morality, and the motivations for using the illegal route are both practical and axiological.
Resumen Objetivo: determinar las propiedades psicométricas de dos escalas utilizadas para evaluar las actitudes en torno a los cuidados paliativos: La Escala de Confort en Cuidados Paliativos (ECCP) de Pereira et al., y la Escala de Tanatofobia (ET) de Merrill et al.Método: Participaron 77 alumnos de 7 cursos virtuales de aspectos psicosociales en cuidados paliativos entre 2010 y 2013. Estos respondieron las escalas de medida antes y después del curso. Se examinó la validez y la fiabilidad de la ECCP y de la ET a través de un análisis de componentes principales, el coeficiente de consistencia interna y el test-retest. Se realizó una comparación de los resultados pre-curso y post-curso para determinar cambios en las actitudes evaluadas.Resultados: El análisis de componentes principales se ajustó satisfactoriamente a los datos y se extrajeron 3 componentes: dos para la ECCP y uno para la ET, explicando el 55,37% de la varianza. El Alfa de Cronbach fue satisfactorio en todos los casos. Las correlaciones test-retest en t1 y t2 no resultaron significativas, esto indica que la relación entre la primera y la segunda medición en las escalas no fue estrecha. Los cursos ocasionaron un Method: Seventy-seven students who completed an online course on psychosocial aspects of palliative care offered by the Latin American Association of Palliative Care participated in the study. They also completed the scales before and after the course. Construct validity and reliability of the CSPC and the TS were assessed using a Principal Components Analysis, internal reliability coefficient and test-retest reliability. Further, comparative statistics between the pre-course and post-course results were obtained in order to determine changes in attitudes.Results: The Principal Components Analysis showed satisfactory fit to the data. 3 components were extracted: two for the CSPC and one for the TS, which explained 55.37% of the variance. Internal consistency coefficients were satisfactory in all cases and Cronbach´s Alphas were satisfactory for all the scales, particularly for the CSPC. La comercialización de la información científica y las barreras de pago para su acceso se han convertido en una de las problemáticas más debatidas en las últimas décadas. El movimiento internacional de acceso abierto ha propuesto vías para favorecer su acceso y, a su vez, distintos actores han impulsado otras estrategias como sitios piratas para la descarga. En este artículo estudiamos el uso que se hace de Sci-Hub en Argentina a partir de un análisis cuantitativo de las estadísticas de descargas disponibles hasta 2017. Detectamos patrones de uso generales, editoriales y temáticos de los documentos e indagamos aspectos comunes y diferenciadores con respecto al uso mundial y otros países de América Latina. Asimismo, determinamos, a partir de distintas muestras, si los artículos accedidos además están disponibles en acceso abierto y/o su acceso es posible a través de las suscripciones pagadas por el estado nacional a través de la Biblioteca Electrónica de Ciencia y Tecnología (BECyT). Encontramos que las descargas realizadas desde Argentina representan poco más del 1% de las registradas a nivel mundial, que existe una gran dispersión de títulos solicitados y que hay un aumento significativo en el uso respecto a los mismos períodos de 2015 y 2016. Con las distintas muestras pudimos observar que se están descargando mayormente artículos de acceso restringido publicados por las empresas editoriales que manejan el sector como oligopolio, en revistas indexadas en la llamada “corriente principal” y que corresponden al área de la medicina (oncología, pediatría y medicina cardiovascular). También, detectamos un número significativo de descargas de artículos que ya estaban disponibles en acceso abierto, evidenciando un posible desconocimiento de estos recursos y calculamos un incremento importante respecto al uso de BECyT. Concluimos que las descargas desde Argentina tienen patrones similares al resto del mundo y que el aumento de su uso muestra que un cambio más radical para garantizar el derecho de acceso a la información es necesario. Mientras la información científica siga siendo una mercancía es primordial profundizar el estudio de los distintos proyectos que permiten reapropiarnos del conocimiento.
En este artículo se discuten cuatro problemáticas que limitan el acceso abierto a las publicaciones científicas y el avance de la llamada ciencia abierta. Ellas son: el mercado editorial científico dominado por grandes editoriales comerciales internacionales; los criterios de evaluación aplicados por los organismos de CyT que responden a la cultura evaluativa de “publicar o perecer”; las prácticas arraigadas en las diferentes comunidades académicas; y las regulaciones de propiedad intelectual vigentes. Por otra parte, se analizan las políticas de información desarrolladas por el Estado nacional argentino, tanto para dar acceso a la literatura científica, como para difundir y poner a disposición de manera abierta y gratuita las producciones financiadas con fondos públicos. Finalmente, se analizan estas problemáticas en nuestro país y se proponen algunas líneas de acción que permitirían lograr a nivel de política de información, una mayor soberanía científica.
La llamada “economía colaborativa” es un tema muy debatido. Uber, Airbnb, Helpling y muchos otros modelos de negocios basados en plataformas buscan “trastocar” aquellas industrias que describen como “anquilosadas” y poco amigables para el usuario. Estos jugadores afirman estar creando nuevos servicios más flexibles y rentables. En efecto, las nuevas plataformas que sirven como intermediarias entre la oferta y la demanda, tienen muchas contribuciones valiosas para ofrecer.Sin embargo, las nuevas plataformas se encuentran cada vez más asediadas por las críticas. Por lo general, estas dependen de una fuerza laboral conformada por trabajadores independientes [independent contractors], que trabajan por cuenta propia y bajo su propio riesgo, por salarios bajos y sin ningún tipo de seguridad social. En este sentido, ni los proveedores de la plataforma ni sus clientes asumen el papel y las responsabilidades de un empleador.Las leyes laborales, la protección de los trabajadores, las normas de salud y seguridad, la calidad del trabajo y las cargas sociales recaen principalmente sobre los trabajadores, quienes tampoco tienen derecho al tipo de participación común en otros sectores. Los clientes de las plataformas obtienen acceso a una fuerza laboral a demanda [on-demand], mientras que los trabajadores que proveen la mano de obra están sujetos a condiciones laborales precarias.En este contexto, la Friedrich-Ebert-Stiftung (FES) decidió examinar más de cerca los modelos de negocio digitales basados en plataformas y sus implicancias para la economía y la sociedad. Si bien las plataformas digitales han llegado a desempeñar un rol relevante en muchas ramas de la economía, la presente publicación se centra en las más controvertidas sociopolíticamente, es decir, las plataformas de trabajo digital [digital labour platforms]. El estudio explica los mecanismos básicos de las tres caras de los mercados de trabajo digital y compara sus variantes y subcategorías. También explica las características específicas y los desafíos de las diferentes categorías y propone puntos de partida para la toma de decisiones políticas.
