Resumo: O artigo discute o processo de ambientalização da política pesqueira executado pelo Instituto Brasileiro do Meio Ambiente e Recursos Naturais Renováveis (Ibama), entre 1989 e 1998, e problematiza as suas repercussões, incluindo as penalizações dirigidas à atividade da pesca artesanal. Por ambientalização entendemos o modo como os ideais do desenvolvimento sustentável (DS) foram incorporados ao corpo da política ambiental brasileira, nesse período, e seus modos de reverberação na política regulatória da pesca artesanal, por meio de uma justificativa tecnicista (em moldes ecológicos) à modernização do referido setor. Todavia, mostramos que esse anseio modernizador já havia tido início com a criação das colônias de pesca pela Marinha do Brasil, na década de 1920, assumindo, contudo, um novo direcionamento com a atuação do Ibama. Como resultado, houve o aprofundamento da estigmatização dessas populações pescadoras e a instituição de formas de controle dos seus modos de vida, das suas técnicas e do saber artesanal. Resumo Este trabalho debruça-se sobre o período pós-abolição, da Primeira República, durante o qual paradigmas de aperfeiçoamento da nacionalidade foram formulados a partir de propostas de redução étnica progressiva. Uma população antes escravizada, cuja condição humana estivera cancelada, via-se recém liberta, convivendo com a sociedade livre. O que fazer com toda essa gente preta? O racismo científico trazia respostas. Analisaremos, aqui, discursos que emergiram como espaço de invenção de teorias científicas a fim de respaldar a ideia de “aperfeiçoamento humano” através da eliminação do seu “componente degenerativo”. Trata-se de um acervo composto por documentos, manuais e periódicos elaborados pelos médicos João Batista Lacerda e Renato Kehl, que, em que pese suas diferentes abordagens, questionaram o caráter humano da população preta, promoveram cisões entre segmentos racializados e apontaram possibilidades da eliminação gradual de sua expressão genética e/ou cultural simultaneamente genocidas e civilizatórias. Abstract This paper focuses on the post-abolition period of the First Republic, during which paradigms for nationality improvement were formulated based on proposals for progressive ethnic reduction. A population that had previously been enslaved, whose human condition had been canceled, found itself just liberated, living among the free society. What to do with all these black people? The main goal of this work is to analyze speeches that emerged as a space for the invention of scientific theories in order to support the idea of “human improvement” through the elimination of its “degenerative component”. Una población previamente esclavizada, cuya condición humana había sido cancelada, se encontraba recién-liberta, conviviendo con la sociedad libre. ¿Qué hacer con toda esta gente negra? El racismo científico trajo respuestas. Analizaremos, aquí, los discursos que emergieron como espacio de invención de teorías científicas con el fin de apoyar la idea de “mejoramiento humano” mediante la eliminación de su “componente degenerativo”. Se trata de una colección compuesta por documentos, manuales y periódicos elaborados por los doctores João Batista Lacerda y Renato Kehl, quienes, a pesar de sus diferentes enfoques, cuestionaron el carácter humano de la población negra, promovieron divisiones entre segmentos racializados y señalaron posibilidades de eliminación gradual de la expresión génica y/o cultural a la vez genocida y civilizadora. Assim que detalhes da Revolução Haitiana passaram a circular na França do final do século XVIII, mesmo as elites ditas progressistas, compostas em geral por abolicionistas brancos, começaram a voltar atrás em seu discurso antirracista e antiescravagista. Nem mesmo os abolicionistas teriam comemorado o levante e alguns, inclusive, tomaram-no como prova de que haviam compreendido mal a natureza dos negros e, consequentemente, passaram a reavaliá-los. A partir desse momento, passava a não ser de bom tom proclamar a nobreza da raça negra e a barbárie da escravidão nas rodas de intelectuais, e mesmo nos circuitos artísticos considerados vanguardistas em Paris. Refletindo esse cenário, entre 1853 e 1855, Arthur de Gobineau publicou Essai sur l’inégalité des races humaines, onde sustentava a derrocada das raças puras e, portanto, a iminência da degeneração, operada pela mistura racial. Estavam lançadas aí as bases do racismo científico, contestado pelo intelectual haitiano Anténor Firmin naquele mesmo período, na obra De l'Égalité des races humaines, lançada em Paris em 1885 e ainda hoje muito pouco conhecida. No Brasil, o racismo científico germinou em um contexto semelhante aquele que testemunhou sua emergência na França: o pós-abolição da escravatura, embora com direcionamentos distintos. Aqui, o contexto era o de um país recém proclamado independente, cuja viabilidade frente às elites coloniais deveria ser negociada tendo em vista uma maioria negra, então liberta. Não bastava, nesse contexto, lamentar a degeneração da raça, como Gobineau, era preciso reabilitá-la, salvá-la do ocaso que anunciava. Com esse afã, uma série de tecnologias de construção da divisão racial sobre outras bases passa a ser mobilizada pelas elites em território nacional, tramando medicina, literatura, artes, forças armadas, diplomacia, direito, antropologia e políticas públicas. Como no pós-revolução Haitiana, é a existência de uma maioria negra liberta em territórios até então colonizados que passa a assombram as elites brancas e gerar respostas singulares voltadas à conservação de privilégios. Tendo em mente as pistas levantadas, este dossiê Raça, Ciência e Nação: ideais de pureza, mistura e degeneração, reuniu trabalhos que escavam esses acontecimentos/processos que possam ser identificados como cúmplices dessas respostas, desde o pós-abolição. Que atores estiveram envolvidos e de que modos singulares produziram consequências? Que resistências ou dissidências podem ser rastreadas?
Resumo Este artigo analisa aspectos do processo de modernização da pesca no Brasil e sua relação com a segregação da atividade artesanal, durante a gestão da extinta Superintendência de Desenvolvimento da Pesca – SUDEPE, na década de 1970. Neste período, os ideais nacional-desenvolvimentistas alcançaram a economia nacional, e na política pesqueira fortaleceram-se através de estratégias de modernização da atividade e fomento às indústrias de pesca. Analisaremos algumas estratégias e discursos da SUDEPE - por meio de análise de documentos institucionais e dispositivos legais - no desenvolvimento de políticas modernizadoras que tinham como promessa a “evolução do setor pesqueiro”, entretanto, preterindo a atividade artesanal no projeto de desenvolvimento nacional. Abstract This work analyzes some of the modernization of fisheries process aspects in Brazil and their relation to the artisanal activity segregation, in the management of the former Superintendência de Desenvolvimento da Pesca – SUDEPE (Fisheries Development Superintendence), in the 1970s. During this period, the national-developmental ideal reached the national economy, and in the fishing policies, they get strengthened through modernization strategies and fishing industries fomentation. In this study, we will analyze some of the SUDEPE strategies and discourses - using the legislation and institutional documents – in the development of modernization policies that had the promise of a “fisheries evolution”, even if deprecating the artisanal fishing in the national development process.
