ResumenLuego de la crisis del año 2001, la Argentina experimentó una fuerte recuperación económica que no se vio reflejada en las condiciones de acceso a la ciudad, en un contexto donde el mercado inmobiliario se ha transformado en un destino privilegiado de la inversión financiera. El objetivo principal de este trabajo es caracterizar el período actual de la historicidad urbana argentina -el neodesarrollista-en vínculo y relación con el neoliberal. Metodológicamente dicha relación se abordó desde el análisis de tres nudos problemáticos: el mercado de suelo, la política urbana y el acceso a la ciudad. Para ello se utilizó información secundaria proveniente distintas fuentes como el Censo Nacional de Población, Hogares y Viviendas (2001 y 2010), distintos reportes inmobiliarios y páginas web de organismos estatales entre otros, y luego se hizo un análisis cualitativo de los datos. En base a los datos trabajados podemos identificar que durante el neodesarrollismo se da una profundización del antagonismo entre mercantilización y acceso a la ciudad. Si bien el número de viviendas producidas aumentó, también lo hicieron el inquilinato, el hacinamiento y las ocupaciones con tenencia irregular o informal. El mercado inmobiliario expandió a niveles históricos su producción y como corolario de dicha expansión, el precio del suelo y de los inmuebles aumentó exponencialmente su valor, lo que implicó un mayor esfuerzo monetario por parte de las familias para acceder a la casa propia. Con la intención de continuar en las líneas de esta investigación, consideramos que este tipo de reflexiones permiten poner en diálogo las formas contradictorias intrínsecas a la urbanización en el contexto capitalista, y son necesarias para pensar en ciudades más inclusivas. Córdoba, al igual que muchas ciudades argentinas, ha desarrollado en los últimos años un vigoroso aumento de su urbanización. En este marco, los grupos empresariales han desplegado un conjunto de prácticas, buscando maximizar la ganancia, respecto a los procesos de producción de ciudad. En este sentido, en base al estudio de uno de los "desarrollistas urbanos" más grandes de la ciudad, GAMA S. A., sistematizamos una serie de estrategias/prácticas que apuntan a maximizar la ganancia tanto en lo que refiere al proceso productivo como en la producción y capitalización de rentas urbanas. Principalmente identificamos dos dimensiones: las estrategias más de orden económico-financiero que hacen a su ganancia media, y las estrategias territoriales referidas a la promoción inmobiliaria y el aprovechamiento de la renta urbana, que hacen a su ganancia extraordinaria. La distinción es analítica ya que éstas se presentan de modo muchas veces articuladas y en conjunto. A lo largo del artículo utilizamos el concepto de grupos "desarrollistas", modo en que se autodenominan las empresas agrupadas en la Cámara Empresarial de Desarrollistas Urbanos Córdoba (CEDUC), para hacer referencia a lo que la sociología francesa denomina como promotores inmobiliarios (Topalov, 1979).
Esta investigación se pregunta por las estrategias del capital promotor inmobiliario a escala urbana en la ciudad de Córdoba, Argentina, durante el período 2004-2019. Interesados por el estudio de las relaciones entre las dinámicas de mercantilización y neoliberalización de los espacios urbanos, presentamos una investigación que profundiza en la temática desde un abordaje geográfico crítico y una perspectiva centrada en la espacialidad. Nos preguntamos por las características de las estrategias del promotor inmobiliario en diálogo con la gestión urbana y los mercados de suelo. Así, abrimos tres dimensiones de análisis y observación articuladas entre sí: i) la de la acción empresarial organizada, en la Cámara Empresarial de Desarrollistas Urbanos Córdoba (CEDUC), a la cual se reconoce como expresión de la visión y necesidad política corporativa del sector inmobiliario; ii) la de la trayectoria empresarial de una empresa líder de la promoción, el Grupo EDISUR, entendida como clave de lectura para reconstruir prácticas y estrategias económicas que le permiten tener capacidad de reestructurar el espacio urbano; y iii) la del Gran Proyecto Urbano y los Convenios Urbanísticos, aplicados para el megadesarrollo Manantiales, concebidos como herramientas para analizar la espacialización del accionar empresarial —que incluye las estrategias de la promoción urbana por reconvertir y revalorizar un importante sector de la ciudad y la emergencia de una peculiar institucionalidad urbanística en la escala local—. Con todo ello, argumentamos que en la ciudad de Córdoba, ante todo y centralmente, se ha visto consolidarse el lugar del promotor inmobiliario a partir de un cambio de escala en su acción y de innovadoras y especializadas estrategias que aquí denominamos de producción del espacio urbano. De esta manera, sostenemos que el promotor, en tanto productor de lo urbano como mercancía, se constituyó en un agente complejo, estrechamente conectado con la política y las gestiones urbanas, cuya actuación incide de manera manifiesta en la estructura de la ciudad.
