Este artículo revisa algunos de los instrumentos utilizados desde el enfoque de cultura ciudadana para el diseño y la implementación de políticas públicas. En particular, propone la consideración de cinco criterios de evaluación para la selección de estos instrumentos como alternativas de solución en las políticas de cultura ciudadana, al asumir las discusiones sobre criterios funcionales y preocupaciones éticas en su utilización. Se enmarca en el esfuerzo colectivo por seguir ampliando la conversación académica sobre el enfoque de cultura ciudadana.
Las emociones políticas pueden tener un efecto considerable sobre el comportamiento social de las personas, por lo que los Estados deben procurar impulsar aquellas que sean beneficiosas paras las empresas colectivas. Siguiendo los planteamientos de Martha Nussbaum, emociones como el amor, la compasión, la aflicción y la empatía contribuyen a la consecución de estos objetivos comunes; mientras que el miedo, la envidia, el asco y la vergüenza pueden convertirse en un obstáculo. Este artículo analiza el cubrimiento que tres de los medios digitales más leídos en Colombia le hicieron a la pandemia de la COVID-19, con el fin de establecer qué tipo de emociones recreaban en sus noticias. Estos juegan un papel relevante en la reproducción de principios y valores en la sociedad como medios de información del público.
