How does Santiago, Chile, remember its dead, the victims of political violence of the 1970s and 1980s? The existence of dozens of memorials, monuments, and sites dedicated to the memory of victims of the dictatorship would seem to indicate a settled national cultural politics that recognizes the injustices and crimes committed by a terrorist State. The public, nongovernmental nature of the initiatives is, nonetheless, the first indication that we are dealing with an ambiguous political story. While the central government has supported these initiatives, they are mostly the result of efforts by social organizations and victims' groups. The spatial-temporal reading of the scenario of commemorative markers proposed in this article offers evidence of a geography of memory that is configured, on one hand, by a memory project that has inherited political trajectories which have been passed down for a long time, articulated by small groups that at certain junctures manage to form into producers of local memory. On the other hand, the high socioeconomic segregation in residential areas shapes politics of memory that are territorially discontinuous and that encourage forgetting in residential settings of the country's elite.
RESUMEN: En el artículo se exponen los resultados preliminares de un estudio que analiza tres consejos asesores del gobierno de Michelle Bachelet (2006-2010) en Chile. Estos consejos tenían el mandato de formular políticas públicas en temas centrales del programa de gobierno: previsión, políticas de infancia y educación. Además, tenían el mandato de ser consejos que contaran con una amplia participación ciudadana. Desde el discurso político del gobierno estos consejos se presentaron como parte de una nueva práctica del ejercicio del poder político estatal para abrir espacios de participación ciudadana directa en el proceso de políticas públicas. El artículo argumenta (a) que en la práctica dichos mecanismos no operaron como foros participativos, sino como consejos de expertos con acotada amplitud ideológica (2 casos); y (b) que estas instancias presentan una relación Estado-sociedad vertical en el proceso de políticas públicas.ABSTRACT: This article presents the preliminary results of a study about three advisory boards appointed by Michelle Bachelet’s government (2006-2010) in Chile. Those boards were commanded to elaborate public policy proposals in key areas of her government plan: pension system, infant policies and education. The commissions were intended to include a broad participation of citizens. The political discourse of the government presented them as part of a new form to exercise political power by the State by opening spaces for direct citizen participation in policy making processes. The article argues that (a) those mechanisms did not function as participatory forums but as expert advisory boards with a narrow ideological scope (2 cases); and (b)that in terms of the relationship between State and society, these mechanisms produce a vertical relationship in the political process.
Resumen Una vez más el concepto de populismo se ha puesto de moda, lo cual se debe en parte a la irrupción de líderes como Chávez en Venezuela o Berlusconi en Italia. Sin embargo, las Ciencias Sociales tienen un problema serio para definir qué es el populismo y para elaborar una teoría política sobre este fenómeno. El presente artículo enfrenta este problema y para ello se divide en dos apartados. En primer lugar, se ofrece un análisis histórico del concepto de populismo que demuestra que dicho término ha sido utilizado para tematizar una serie de ambivalencias inmanentes a todo orden político. En segundo lugar, se elabora una definición típico ideal del populismo y se propone un esbozo de una teoría política de este fenómeno. La teoría propuesta trasciende la usual demonización o divinización del populismo, en cuanto desarrolla una perspectiva que ayuda a comprenderlo antes que a juzgarlo normativamente.
Este artículo analiza la revuelta social de octubre de 2019 en adelante, en Chile, a partir de una investigación cualitativa realizada en tres regiones del país: Santiago, Valparaíso y Concepción. Se plantea que, si bien ésta puede ser considerada como un evento cúlmine del ciclo movilizaciones iniciado en 2006, ésta presenta elementos que la distancian de dicho proceso. (a) Una parte de estas protestas tomaron la forma de un estallido social y, si bien sus demandas convergieron con las expresadas en movilizaciones anteriores, éstas no fueron conducidas por las organizaciones que participaron en ese proceso. Eso implicó que la masividad, los repertorios de protesta, la difusión y las formas de convocatoria de las movilizaciones alcanzaron a personas que previamente no se habían manifestado en la calle y que tampoco estaban vinculadas con partidos u organizaciones sociales. (b) En segundo lugar, se propone que los sentidos políticos generados a partir de las protestas permiten comprender, en gran medida, el éxito electoral de los independientes en la elección de los integrantes de la Convención Constitucional en octubre de 2020
El artículo presenta un análisis de la memoria social de la dictadura chilena (1973-1990), a partir del estudio del “Monumento a los héroes y mártires del pueblo” ubicado en la población La Legua. Se trata de una población marginal que tuvo un pasado altamente politizado de izquierda, que sufrió una fuerte represión durante la dictadura y que a su vez logró articularse política y socialmente para hacerle frente mediante protestas y organizaciones tendientes a enfrentar la pobreza y la cesantía. Actualmente la población tiene un sector que está acechado por la violencia del narcotráfico y la represión policial. El análisis da cuenta de que, si bien las memorias de la dictadura en el sector son múltiples, el monumento se configura en torno a las memorias de larga duración de las prácticas conmemorativas de la izquierda chilena sobre las luchas del pueblo contras las masacres y abusos cometidos contra ellos. Estos relatos se entretejen con acciones de reapropiación identitaria en el territorio, a nivel local, a escala metropolitana y global, a pesar de la marginalidad urbana de la población, en una dinámica translocal. El artículo cuestiona la sentencia de muerte del monumento dictaminada por el proyecto moderno de arquitectura, y devela la vigencia de estas obras para la configuración de las memorias de las matanzas y traumas del pasado.
