Europe witnessed massive migration away from rural areas throughout the 20th century. Spain was no exception to the rule, albeit with differences in timing and pace, and the population in Cantabria constitutes a paradigmatic case. Here, the rural exodus began early – before the mid-20th century – in some mountainous districts, but reached a peak in the 1960s and continued throughout the following decades. Since the 1990s, population levels in rural municipalities have fallen at a slower rate, while the population of the region as a whole has increased slightly. Disturbingly, the rural population has continued to decline in the early 21st century, in an overall context of almost zero population growth. The demographic trends analyzed here are not only different in time, but also in space. With the partial exception of regional capitals and their neighbouring communities, municipalities in mountain districts have witnessed such a substantial decline in their populations that they have experienced a genuine process of depopulation. This case does not explain the all-similar cases in rural Europe as a whole, but it can help in interpreting other comparable processes in different regions of southern Europe where depopulation reached its maximum in the second half of the 20th century and still continues today.
Los espacios rurales de Cantabria, tanto los situados en las periferias de las principales ciudades como los que se encuentran más alejados de ellas pero disfrutan de buena accesibilidad, están experimentando desde mediados de la década de los ochenta intensos cambios vinculados a los procesos de difusión de los fenóme-nos urbanos sobre el territorio: crecimiento de su población, ampliación del parque de viviendas principales y secundarias para uso de población neorrural y urbana e implantación de nuevas actividades privativas del espacio urbano consolidado hasta hace poco. De este modo, aquí también está teniendo lugar el doble proceso, de integración territorial y de dispersión espacial de actividades y población, al que algunos autores han calificado de construcción de la ciudad difusa, ciudad dispersa o città sconfinata (INDOVINA, 1990, LONGO, 1992, SERNINI, 1996. Un proceso que hay que entender no como la producción de otro modelo de ciudad, sino como una nueva etapa en el proceso de urbanización (CHESHIRE, 1995), la postindustrial, a partir de la cual "cada pueblo y cada rincón rural del mundo capitalista avanzado (se están convirtiendo) en parte de una compleja telaraña de urbanización que desafía toda categorización simple de la población entre 'urbana' y 'rural' en el sentido que antaño podía darse razonablemente a estos términos" (HARVEY, 1996, 38).En sentido estricto no puede afirmarse que este fenómeno sea absolutamente novedoso en Cantabria; existen antecedentes de difusión de algunos usos urbanos en el medio rural en torno a las principales ciudades, Torrelavega y Santander sobre todo (DELGADO y GARCÍA MERINO, 1995). Pero aquel proceso, que quizá haya que calificar de "suburbanización sin expansión de la ciudad" (DEMATTEIS, 1998), fue muy diferente del actual tanto en intensidad como en amplitud. Las desemejanzas no parecen ser sólo cuantitativas; el cambio de escala también conlleva disimilitudes cualitativas territoriales en relación con la mejora de la movilidad personal y en proporción al rango y tamaño de los espacios urbanos inductores y al dinamismo económico del conjunto territorial (DELGADO, 1998). RESUMENEn este artículo se pasa revista a la evolución de la investigación que han hecho sobre la ciudad varias disciplinas académicas, en particular la Geografía, en tanto que espacio físico o urbs, desde principios del siglo XX hasta la actualidad. Esta revisión y puesta al día se centra en el trabajo realizado por investigadores españoles pero recurre también a las imprescindibles referencias a la dinámica epistemológica y metodológica de los estudios urbanos y urbanísticos a nivel internacional, fundamentalmente europeo, puesto que el trabajo de los autores españoles ha ido siguiendo y enmarcándose en los paradigmas y métodos predominantes en nuestro entorno académico y científico.Palabras clave: geografía urbana, historia urbana, urbanismo, ciudad, espacio urbano. ABSTRACTIn this paper the research on developments that several academic disciplines, especially Geography, have done about the city, since the early twentieth century to the present, is analysed. City is understood as urbs or physical space. This state of the art focuses on the studies conducted by Spanish researchers, which have followed and framed themselves within the predominant paradigms and methods of our scientific and academic environment. That is why the study also refers to epistemological and methodological dynamics of urban studies at the international level, and mainly at the European level.
RESUMENBajo el enfoque del Convenio Europeo del Paisaje y desde una perspectiva territorial, en esta investigación se ha analizado la normativa autonómica y municipal de Cantabria sobre los espacios rurales con la finalidad de conocer qué normas y documentos abordan el paisaje rural, y en particular los paisajes agrarios, y, cuando los tratan, averiguar qué valores y tratamiento se les está dando (medioambiental, económico, cultural, patrimonial…). En términos generales, hasta ahora la mayor parte de los documentos analizados apenas se han ocupado de los paisajes y menos aún de los paisajes rurales cotidianos. En el mejor de los casos, la primacía corresponde a las actuaciones indirectas, a través de la gestión del Suelo Rústico de Especial Protección bajo tres enfoques complementarios o alternativos, productivo, ambiental y visual, destacando cada vez en mayor medida el interés por el posible aprovechamiento económico del paisaje. 1 Este trabajo se inscribe en el marco del Proyecto de Investigación "Paisajes culturales de la Lista Patrimonio Mundial. Sobre este mismo aspecto la autora ha publicada ya dos textos, mucho más breves y limitados temática y temporalmente, que pueden considerarse como precursores del actual (Delgado Viñas, 2014b y 2015). ABSTRACTFrom the conceptual approach of the European Landscape Convention and under a territorial perspective, this research has analysed the autonomous and municipal regulations of Cantabria on rural areas in order to know what rules and documents deal with the rural landscape, and in particular agricultural landscapes, and, when they are treated, to find out what values and meanings they are being given (environmental, economic, cultural, heritage...). In general terms, most of the documents analysed have so far hardly dealt with landscapes, let alone everyday rural landscapes. In the best of cases, the primacy corresponds to indirect actions, through the management of the Special Protection Rustic Land under three complementary or alternative approaches, productive, environmental and visual, emphasizing increasingly interest in the possible economic use of the landscape.
La proliferación de viviendas en el suelo rústico ha tenido un fuerte impacto sobre el territorio, especialmente agudo durante las últimas dos décadas. Mediante el estudio de casos en dos regiones españolas (Cantabria y Extremadura) revelamos las diferentes particularidades que muestra este fenómeno, contrastando las dispares maneras de afrontarlo. Las tendencias compartidas hacia la desregulación de esta clase de suelo quedan evidenciadas en el estudio realizado sobre las modificaciones legislativas de corte "flexibilizador" y los procesos de legalización en ambas Comunidades Autónomas. Por último, aportamos ideas encaminadas a resolver el problema, entre las que destacan la redistribución de las competencias en materia de urbanismo. La prolongada inacción de los gobiernos para mantener la disciplina urbanística ha posibilitado las agresiones al territorio del que deberían ser custodios, por lo que es acuciante la confrontación del hecho y sus consecuencias para evitar que aumente su magnitud y complejidad.
