This thesis studies the political theory of Roberto Mangabeira Unger. It starts from the premise that the Left currently finds itself in its worst historical moment since the political movement that was informed by the ideas of Karl Marx and Friedrich Engels first emerged. One of the explanations developed here is that this situation results from a mistaken comprehension of how structural transformations in modern societies occur (Chapter 1). These intellectual circumstances resulted from the carelessness with which this intellectual and political tradition dealt with the issue of institutions (Chapter 2). The thesis sustains that Unger´s political theory, especially his concept of experimentalism, is a promising effort in the interior of progressive thought to approach institutions in a way that can help the Left renew its exhausted energies (Chapter 3). It concludes that, although the main characteristic of capitalism is the proliferation of deep class divisions and enormous inequalities and exclusions that incapacitate and humiliate the majority of humanity, this economic system is not the main problem of contemporary societies. The main problem is the incapacity to imagine the institutional instruments and practices that might overcome this situation of stagnancy and injustice. The separation between criticism and programmatic imagination has transformed the first into innocuous protest and denunciation, wasting opportunities, disseminating despair and cultivating frustration.
Resumo: O artigo analisa a visão de San Tiago Dantas e Roberto Mangabeira Unger a respeito da ligação entre a política exterior e a política interna, investindo contra a concepção dominante hoje na literatura sobre política externa no Brasil. Em sua primeira parte, o texto se debruça sobre as ideias de San Tiago Dantas, acentuando-se o contexto em que foram produzidas noções como a de política externa independente. Na segunda parte, o artigo avança sobre a perspectiva de inserção do Brasil no mundo tal como preconizada por Roberto Mangabeira Unger, analisando-a em cotejo com suas ideias teóricas a respeito da organização das sociedades contemporâneas. Conclui, afirmando, que, para ambos, a política exterior e desenvolvimento nacional fazem parte de um mesmo processo.Palavras-chave: San Tiago Dantas. Roberto Mangabeira Unger. Abstract:The article analyzes the view of San Tiago Dantas and Roberto Mangabeira Unger regarding the connection between foreign policy and domestic politics, investing against the dominant conception today in the literature on foreign policy in Brazil. In its first part, the text focuses on the ideas of San Tiago Dantas, emphasizing the context in which notions such as that of independent foreign policy were produced. In the second part, the article advances the perspective of insertion of Brazil in the world as advocated by Roberto Mangabeira Unger, analyzing it in comparison with its theoretical ideas regarding the organization of contemporary societies. It concludes by stating that, for both, foreign policy and national development are part of the same process.
Este trabalho analisa o processo através do qual Roberto Mangabeira Unger desenvolve a dimensão explicativa de sua obra num esforço para imaginar novos arranjos institucionais e formular proposições programáticas. O conceito que melhor descortina essa intersecção de pensamento explicativo com imaginação institucional é o de experimentalismo democrático, dirigido às esferas da política e da economia. Sustento que esse esforço do pensamento ungeriano contribui para diminuir a dificuldade histórica que a teoria política da esquerda sempre teve com a questão institucional. Desse modo, Unger tenta reabilitar a ideia de que a contínua reinvenção das instituições é a base da democracia.

O artigo analisa a relação entre a consciência institucional brasileira e a operação das instituições vigentes no país. A questão é abordada através da identificação de um problema prático: o que pode a democracia brasileira sob a clausura de uma mentalidade institucional limitada ao pretexto da estabilidade ou à fuga da responsabilidade de conceber e desenhar instituições? O percurso do argumento obedece a um desenvolvimento encadeado: i) a indagação a respeito de qual o principal problema da democracia brasileira; ii) O tratamento do tema em sua denotação teórica profunda e filosófica, passando em revista as alternativas de pensamento institucional disponíveis; iii) A observação de como o pensamento social e político brasileiro ordena os desafios institucionais do país e qual vertente deva ser resgatada; iv) E, por último, o retorno ao tema inicial, fechando o ciclo com a indicação de um rumo para a democracia brasileira em sua dimensão institucional, dadas as formas de pensamento existentes.
