Se analizó un proyecto de impacto local que ha sido construido bajo el amparo del Programa de Gimnasios Urbanos y Mejoramiento Barrial; el cual busca incentivar la cooperación de las colonias y barrios de alta marginalidad en el desarrollo de proyectos que fomenten las actividades deportivas y lúdicas. Estos proyectos son resultado de una estrategia que pretende legitimar al Estado, a partir del discurso de la recuperación del espacio público a través de la inserción de intervenciones de impacto local, bajo un espectro de la participación ciudadana. Se examinó un proyecto vecinal ubicado en la alcaldía Venustiano Carranza de la Ciudad de México, mediante un método de análisis inductivo y enfoque cualitativo. Se utilizó la observación participativa y la entrevista como herramientas de investigación para la elaboración de un diagnóstico que permitió identificar el impacto de estos programas sobre los procesos de apropiación de los diferentes actores que utilizan ese lugar, los cuales crean espacialidades y temporalidades que conviven en un ambiente de tolerancia, tensión y conflicto. El resultado principal fue identificar los procesos sociales que deconstruyen los usos que dicta el Estado y establecen nuevas formas de apropiación, las que a su vez obedecen a las necesidades de la comunidad y no a un discurso político.
