¤ resumoA descentralização fiscal experimentada pelo Brasil a partir dos anos 80, com o conseqüente fortalecimento financeiro e político de Estados e municípios, foi um processo não planejado que acumula uma série de críticas. O presente trabalho tem como objetivo analisar quais os possíveis efeitos dessa tendência sobre o tamanho do governo no País. Os resultados, obtidos por meio da análise econométrica de dados em painel para 26 Unidades Federativas brasileiras, sugerem que a descentralização fiscal está relacionada inversamente com o tamanho do governo, confirmando a expectativa dos modelos que vêem na descentralização um meio de evitar o crescimento exacerbado do Estado. Todavia, o impacto de disciplina da descentralização sobre o tamanho do governo pode ser anulado quando há recurso excessivo a transferências intergovernamentais, como é o caso do Brasil.Palavras-chave: tamanho do governo, descentralização fiscal, dados em painel. aBstractThe non-planned decentralization process starting from the eighties in Brazil, which resulted in financial and political strengthened of states and municipal districts, receives a lot of criticism. The goal of the present study is to analyze the possible effects of this tendency on government's size in the country. Econometric panel data analysis for 26 brazilian states suggests that fiscal decentralization is negatively related with government's size, confirming the hypotheses of models that see in the government's decentralization a way of avoiding the exacerbated growth of the State. However, the impact of discipline of decentralization can be annulled if a strong dependence exists on the intergovernmental transfers.
RESUMO: Este artigo analisa o modelo orçamentário brasileiro à luz das Emendas Constitucionais nº 86, de 2015 e nº 100, de 2019 - que tornam obrigatória a execução da programação orçamentária relativa a emendas parlamentares. A proposta do trabalho é associar a discussão acerca da natureza orçamentária à questão mais ampla das relações de poder presentes no orçamento. Foi utilizada pesquisa bibliográfica e documental, com análise exploratória qualitativa, mediante a verificação comparada e argumentativa do que dispõe o ordenamento jurídico nacional, a doutrina e a jurisprudência, além de especialistas nas áreas de orçamentação e ciência política. É possível concluir que o ordenamento jurídico orçamentário nacional optou por atribuir papéis específicos aos Poderes, num sistema com responsabilidades compartilhadas. Nesse sentido, a despeito de persistir divergência na doutrina, o orçamento pátrio não teve seu modus operandi radicalmente alterado pelas Emendas, visto que a impositividade introduzida possui diversos condicionantes. Constatou-se ainda que a polêmica é relevante no tocante às relações de poder, notadamente entre Executivo e Legislativo, na disputa por protagonismo orçamentário.
The paper analyzes the allocation of health services to Brazilian states and regions. A relative service deficit indicator is constructed to achieve that goal, using equity-based criteria, which means equality of access for equal need. The Data Envelopment Analysis (DEA) is used to estimate the best service availabil ity frontier for equal need. The results show great differences in the availability of health services among Brazilian states and regions. In regional terms, the sit uation of the South is the best one, whereas the North experiences the worst deficit of health services. These disparities highlight the importance of deficit assessment as an instrument to guide public action, especially in the Brazilian context, where the coverage and availability of health services is a constitutional rule. Para isso, constroi urn indicador do deficit relativo desses servi�os, que usa como criterio a eqiiidade de acesso, ou seja, mesma disponibilidade de servi�os para necessidades iguais. A questao e abordada por meio da analise de envolt6ria de dados (DEA), por meio da qual se constr6i uma /ronteira de me lhor disponibilidade de servir;os para identicas necessidades. Os resultados mostram que as diferen<;as na disponibilidade relativa de servi�os sao elevadas entre as Regioes e os Estados. Do ponto de vista regional, constatou-se que 0 SuI apresenta a melhor situru;ao, enquanto 0 Norte dispoe do quadro mais des favoravel. Essas disparidades ressaltam a importancia da avaliac;ao dos deficits como instrumento orientador da atua�ao do poder publico, especialmente no contexto brasileiro, onde a universaliza�ao da cobertura e do atendimento dos servi�os publicos de saude e preceito previsto na Constituigao Federal.
Most of the scientific literature reveals that the process of fiscal decentralization is a potential inducer of efficiency and productivity in the public sector. However, some authors have questioned whether the process in Brazil would be generating waste of public resources and raising problems in the quality of services provided. This paper utilizes the Malmquist index using Data Envelopment Analysis (DEA) and econometrics with panel data to assess the relationship between fiscal decentralization and productivity performance of the public health service in Brazil, as well as to provide an overview of the dynamics of regional productivity in the sector. The results indicate that the decentralization of health spending has a negative relationship on the productivity of these services, but fiscal responsibility has a greater influence on the performance of the local governments.
