Although Linz was right in contradicting previous assumptions that the Francoist political community was homogeneous, a truth evidenced in political archival records relating to the 1967 elections of procuradores familiares and reports complied by the Delegación Nacional de Provincias about political hierarchies in preparation for elections in 1975, his concept of limited pluralism is flawed. Traditional historical methods verify the degree of correlation between the analytical description of the Francoist political sphere that Linz’ theory suggests and the actuality represented in the archival sources. The records do not indicate the existence of the politico-ideological or interest groups organized as a semi-opposition to which Linz referred in support of his thesis. Though political leaders were aligned with various ideological affiliations, loyalty to the Caudillo was the basic affinity that united all.
Este artículo sitúa las propuestas de reforma electoral surgidas del Ministerio de la Gobernación entre 1957 y 1973 en el marco de la disputa que mantuvieron la Secretaría General del Movimiento y Presidencia del Gobierno durante dicho periodo. Sobre la base de documentos inéditos del AGA y del Archivo del Ministerio del Interior el texto señala tres conclusiones. Entre finales de los cincuenta y principios de los setenta hubo varias propuestas para reformar el sistema electoral con el objetivo de modernizarlo y adaptarlo a las cambiantes necesidades del régimen. Todas ellas estuvieron atravesadas por los principales pilares sobre los que giraban las estrategias de cada uno de los dos grupos. Finalmente, ninguna de ellas salió adelante bien por el miedo de las autoridades a que cualquier mínima reforma abriese el camino a los partidos políticos, bien por no constituir un compromiso entre las posiciones de todos los grupos implicados.
Resumen. Este artículo pretende plantear una nueva perspectiva historiográfica desde la que aproximarse al estudio del franquismo, utilizando el análisis de las elecciones a concejales de representación familiar y a procuradores en Cortes en representación de las familias. Para ello, se combinan tanto la metodología histórica como la procedente de las ciencias sociales, aunque priorizando la primera de ellas, estableciéndose los criterios a seguir para definir adecuadamente el sujeto de investigación y para profundizar en él posteriormente. Por lo tanto, el artículo define un campo de investigación hasta ahora escasamente transitado en el estudio de la dictadura franquista, conectando investigaciones y bibliografía procedentes tanto de la historiografía como de la ciencia política. Methodology, Sources and Challenges for an Electoral Approach to Franco's Regime Abstract. This article proposes a new perspective to approach the study of the Francoism by using the analysis of the elections to select both the councillors who represented the heads of families at the city councils and the members of the Spanish Cortes who represented the families. To do this, the paper combines both historical methodology and social science one, although prioritizing the first of them, establishing the criteria to be followed to properly define the subject of research and to deepen it. Therefore, the article defines a field of research hitherto little researched by Francoist dictatorship literature and brings together both research and bibliography coming from the historiography as well as the political science.
