Este texto visa analisar o papel das agências reguladoras diante das limitações definidas na Constituição Federal de 1988. Inicialmente, será analisado o novo papel regulador do Estado no contexto econômico. Posteriormente, discutiremos as características específicas do modelo brasileiro, destacando principalmente a independência política e financeira das agências. ) + Camargo (1992) afirma que a história brasileira é marcada por movimentos pendulares, ora favorecendo o intervencionismo e a padronização de regras, ora privilegiando a autonomia dos atores econômicos e políticos. Esse movimento foi chamado de "sístole e diástole" por Golbery do Couto e Silva, figura importante do regime militar de 1964, pois o Estado brasileiro tende tanto à centralização quanto à descentralização. Em vários momentos age como interventor; em outros, delega esse poder à Federação ou ao mercado.
The SARS-COV 2 disrupted all sectors of the economy and education was no different. We saw a shift in educational paradigm: new technologies were developed, others revised, and new learning formats created. The goal of the present article is to analyze, based on the results obtained from an internal survey, the educational practices used in an IHE of the state of Rio de Janeiro, Brazil, during the pandemic. The methodological structure contemplates a brief literature review, a contextualization of the complex educational environment of Brazilian society and a quantitative analysis of secondary data. As a result, the data we presented allows us to gauge the wide variety of tools utilized and the several distinct forms of the diffusion of teaching used by professors. To maintain the effectiveness of this learning process and to absorb/transmit the necessary knowledge, extra effort from students and professors is needed as well as a redesign of personal and institutional processes. We concluded that the new process that emerged from this period, if well-adjusted and understood by all parts, can reinvent the global education ecosystem. To that end, the introduction of new tools and a cultural shift of institutions, professors and students will allow the constructing of new educational spaces.
Ever since the launch of Altavista, internet search engines have become a multi-billion dollar industry, with fierce competition between Google and the three major competitors. One of the challenges involved is to rank search results in a way that places the most meaningful results at the top. In order to do this, the algorithms involved must try to grasp the actual meaning, the semantics, embedded in a search query. In this paper we discuss a problem we call "distortions of semantic space". Distortions of semantic space occur regularly in people's texts, writing styles, labeling of images, etc. We present a number of examples of distortions of semantic space, and analyze the problem. We also comment on new computational architectures that have tried to handle this problem, albeit the state of the art still remains far from the needed challenge.
