Este estudio indaga en la relación entre el liderazgo escolar y la formación ciudadana en el contexto escolar luego de la ley que en 2016 redefinió este ámbito de la experiencia escolar. Para ello, se analizaron datos primarios cualitativos provenientes de una muestra de establecimientos educacionales con un alto indicador de participación y formación ciudadana medido por la Agencia de Calidad de la Educación, con el propósito de profundizar en los estilos y prácticas de liderazgo que caracterizan la educación ciudadana en estos establecimientos. Los resultados muestran que el liderazgo educativo tiene un papel relevante, aunque indirecto, en la formación ciudadana a través del desarrollo de identidad y sentido de pertenencia. Por otra parte, se identifica que la implementación de la Ley de Formación Ciudadana no ha alterado aún el reduccionismo de la educación ciudadana a la asignatura y al docente de Historia, así como la prevalencia de la formación valórica por sobre la alfabetización política. El estudio revela que la implementación del Plan de Formación Ciudadana exigido por la mencionada ley tiene, por ahora, leves consecuencias sobre prácticas preexistentes.
The process of democratic transition in Chile has generally been regarded as one of the most successful cases of democratization in Latin America, with the Concertación coalition governments aiming for high levels of political stability, economic growth and institutional strength. However, since mid-2011, there have been a large number of demonstrations and protests in the country, challenging the indicators of success and the social and political stability achieved so far. Similarly, declining rates of approval for political institutions, as well as political disaffection have given rise to a number of questions regarding the legitimacy of the current Chilean model. In this article, I will explore several possible explanations for the wave of demonstrations and the decline in support for institutions and elaborate on the challenges and opportunities these problems pose for the legitimacy of the Chilean democratization process. Keywords: Chile, legitimacy, demonstrations, democratization.Resumen: Legitimidad democrática bajo tensión: Disminución del apoyo político y manifestaciones masivas en Chile La transición democrática en Chile ha sido generalmente destacada como uno de los casos más exitosos de democratización en América Latina, con los gobiernos de la coalición Concertación logrando altos niveles de estabilidad política, crecimiento económico y solidez institucional. A partir del año 2011 sin embargo, protestas y movilizaciones han emergido en el país, desafiando los exitosos indicadores así como la estabilidad política y social observada hasta entonces. De la misma manera, una disminución de las tasas de aprobación de las instituciones así como una desafección política han dado lugar a una serie de preguntas sobre la legitimidad del modelo chileno actual. En este artículo, planteo posibles explicaciones para la ola de movilizaciones y la merma en el apoyo a las instituciones políticas, así como analizo los desafío y oportunidades que estos problemas pueden suponer para la legitimidad del proceso de democratización chilena.
