En este documento se hace una revisión de la literatura relativa a los efectos macroeconómicos esperados de los riesgos físicos y de transición asociados al cambio climático (RACC), identificando las principales fortalezas, debilidades y vacíos en dicha literatura. Esta revisión busca contextualizar su impacto potencial en Colombia en las próximas décadas y reflexionar sobre los desafíos que plantea para el manejo de diversos ámbitos de la política económica. En primer lugar, se examinan los efectos esperados sobre la actividad económica en las próximas décadas. Luego se revisan los posibles efectos de los RACC en el sector externo y se realizan proyecciones del balance en cuenta corriente bajo distintos escenarios climáticos. Enseguida se examina el impacto sobre las finanzas públicas y se presentan los resultados de ejercicios para evaluar diversas alternativas de política sobre la evolución del déficit y la deuda del gobierno nacional. A continuación, se presentan los desafíos que enfrentan las instituciones financieras y las autoridades y se presentan los resultados de un ejercicio de sensibilidad sobre las entidades crediticias en Colombia. Finalmente, se revisa la forma en que se afectarán los objetivos primarios de los bancos centrales, la formulación de sus políticas y sus mecanismos de transmisión.

Se identifica el origen geográfico de los viajeros y se dividen en dos subgrupos: los colombianos residentes en el exterior y los extranjeros. Se encuentra que los arribos de turistas internacionales: i) se concentran en 20 países emisores, ii) se componen, mayoritariamente, de colombianos no residentes, iii) se aceleraron en los últimos 5 años debido al incremento notable de las llegadas de extranjeros, y iv) explican la dinámica de los ingresos externos por viajes. Se estiman ecuaciones de gravedad con modelos de datos panel para el periodo 2001-2017, hallando que las llegadas dependen positivamente del tamaño de la economía de los países emisores de turistas, del volumen de comercio, de la población colombiana residente en el exterior y de la infraestructura en los establecimientos de alojamiento, y negativamente de la distancia hasta Colombia y de la percepción de inseguridad interna. Además, se encuentra que los determinantes de las llegadas son diferentes entre los colombianos no residentes y los extranjeros.
This study analyzes the expected effects of climate change on Colombia’s current account. To this end, we present a literature review that outlines how climate-related risks could impact the balance of payments, complemented with an analysis that illustrates how the 2014-2015 oil shock affected the country's external sector. Subsequently, we show a projection of the current account balance through 2050 under different climate scenarios in order to establish whether the incidence of these risks would affect the country’s long-run current account. Our results indicate that achieving net-zero emissions by 2050 could widen the current account deficit, relative to a continuation of current climate policies, by an amount ranging between 2.6% and 4.6% of GDP.
