Resumo Desde a declaração do estado pandêmico global em decorrência do novo coronavírus (Sars-CoV-2) pela Organização Mundial de Saúde (OMS), em 11 de março de 2020, diversas têm sido as medidas tomadas por governos ao redor do mundo em relação ao distanciamento social. No caso brasileiro, os governos estaduais anteciparam-se com a decretação de medidas de fechamento de escolas, suspensão de eventos públicos e restrição do comércio. O objetivo deste paper é analisar as diferenças entre os governos estaduais do Brasil relativamente à implementação de intervenções não farmacêuticas (NPIs) para o enfrentamento ao coronavírus, com base no cálculo de um índice de ação governamental. Tendo em vista a consecução deste objetivo geral, foram analisados 367 decretos de 25 executivos estaduais brasileiros nos dois primeiros meses da pandemia no país (final de fevereiro e final de abril). Os resultados preliminares desta análise sugerem diferentes níveis de rigor das medidas para o enfrentamento à COVID-19 por parte dos governos estaduais brasileiros, destacando-se a adoção proativa de políticas mais rigorosas de distanciamento social por alguns estados, antes mesmo da confirmação do primeiro caso da doença em seus domínios.

El documento analiza el patrón de financiación electoral de las elecciones presidenciales de 2010 a 2018 en Brasil. Sobre la base de datos del Tribunal Superior Electoral, se analizan los ingresos de los partidos y los candidatos presidenciales del período. Nuestros datos muestran que las elecciones de 2018 presentan un nuevo patrón de financiación que se explica por los cambios en la legislación electoral del país. Hasta 2018, las fuentes de financiación eran de corporaciones, pero en 2018 tenemos una competencia en la cual las partes dependen de los recursos de dinero público o de las donaciones de individuos. Nuestros hallazgos también indican que para 2018 hubo una coincidencia entre la cantidad de recursos del candidato y la cantidad de votos recibidos. En la última elección presidencial, este patrón varía, el candidato victorioso fue uno de los que más obtuvieron ingresos, lo que muestra un cambio en la competencia política del país.
Resumo O início da década de 1980 caracteriza-se pelo esgotamento dos regimes autoritários na América do Sul. O longo processo de transição que passaram alguns países, ou a abrupta ruptura institucional de outros, marcou o retorno dos partidos à arena de disputa política. Como diversos autores pontuaram, desde então, tem-se assistido a emergência de novos atores políticos ou transformações de partidos anteriormente consolidados. Neste trabalho, investigamos as dinâmicas do surgimento de novos partidos no subcontinente. Os mesmos são tratados enquanto organizações que se apresentam pela primeira vez em pleito nacional. Consideramos todas as eleições (91) realizadas no período de 1979 até 2015, no sentido de observar as variações do número de novos partidos que surgiram em cada pleito, a partir de fontes secundárias (outros trabalhos) e primárias (bancos de dados dos respectivos tribunais eleitorais). A literatura que trata do surgimento de novos partidos, em democracias consolidadas ou emergentes, aponta distintas variáveis que impactam nos incentivos à gênese de novas organizações. Crises políticas ou sociais, atores políticos e/ou incentivos institucionais. Em nosso caso, a partir da análise estatística multivariada, buscamos perceber quais são as variáveis que têm mais efeito sobre o surgimento de novos partidos. Os resultados apontam que existem diferenças significativas entre os países, sendo os Andinos muito mais propensos à emergência de novos partidos, devido a alterações Constitucionais específicas. Causas sociais, como alto desemprego e baixo crescimento econômico, também foram significantes para explicar por que em alguns contextos surgiram mais novos partidos do que em outros.
O trabalho analisa a evolução do perfil social dos candidatos e eleitos para o cargo de deputado estadual no Brasil entre os anos de 1998 e 2018. Com base nos dados dos Observatório de Elites Políticas e sociais observamos as variáveis gênero, escolaridade e profissão entre os postulantes aos legislativos estaduais. Testamos duas hipóteses sobre o perfil das candidaturas e dos eleitos: popularização e profissionalização. Os dados indicam que mulheres ainda estão sub-representadas e que o nível superior completo é um atributo de candidatos e eleitos. Os nossos achados sinalizam para uma maior presença de políticos profissionais entre os eleitos, confirmando assim a noção de que estaria ocorrendo uma profissionalização da competição política. Embora o pleito de 2018 apresente resultados diferentes dos anteriores, a competição política no país está seguindo o padrão de democracias mais antigas, nas quais agentes já inseridos no campo político tendem a terem mais chances de eleição.
