O uso compartilhado de infraestrutura é uma prática que gera benefícios mútuos aos setores que a compartilham e à sociedade. Por isso, o uso compartilhado de postes é usual mundo afora, visto que pode reduzir os custos das distribuidoras de energia elétrica e das operadoras de telecomunicações, impactando os preços dos serviços aos consumidores e, consequentemente, a acessibilidade a esses serviços. No Brasil, entretanto, o compartilhamento de postes provoca conflitos entre os setores, inibindo os ganhos potenciais que poderia gerar à sociedade. Portanto, com o objetivo de ajudar a mitigar os conflitos, este trabalho visa identificar os principais motivos que geram desentendimentos entre os setores ao compartilhar o uso de postes e, com isso, recomendar algumas práticas que poderiam melhorar esse relacionamento.
Este Texto para Discussão analisa, por meio de lições aprendidas referentes ao benchmarking internacional, principais benefícios e uma análise econômico-financeira, a implantação das redes subterrâneas e seus impactos nos setores de energia e telecomunicações. A implementação das redes subterrâneas de distribuição de energia elétrica é uma realidade no mundo inteiro, mas, ainda que o compartilhamento dessa infraestrutura traga benefícios mútuos para os setores envolvidos, no Brasil a penetração desse tipo de empreendimento permanece bastante baixa, devido principalmente ao alto investimento requerido. Com relação à qualidade da energia elétrica, as redes subterrâneas melhoram a confiabilidade do sistema, apresentando valores melhores de indicadores de continuidade em relação aos das redes aéreas. Essa diminuição provoca um ganho econômico para as distribuidoras de energia em relação ao custo da energia não distribuída e às compensações pagas aos consumidores por causa das violações dos limites desses indicadores. Desse modo, busca-se quantificar o aumento de faturamento para as distribuidoras em função da redução da energia não distribuída e comparar a viabilidade econômica desse tipo de rede em relação às redes aéreas. Para isso, um estudo de caso hipotético em dez regiões distintas no Brasil é conduzido com o objetivo de mostrar como a viabilidade econômica varia de região para região. Os resultados mostraram que para localidades com uma altíssima densidade de carga e valores elevados de interrupções de energia, as redes subterrâneas são mais viáveis economicamente do que as aéreas.
