The restrictive measures implemented in response to the COVID-19 pandemic have triggered sudden massive changes to travel behaviors of people all around the world. This study examines the individual mobility patterns for all transport modes (walk, bicycle, motorcycle, car driven alone, car driven in company, bus, subway, tram, train, airplane) before and during the restrictions adopted in ten countries on six continents: Australia, Brazil, China, Ghana, India, Iran, Italy, Norway, South Africa and the United States. This cross-country study also aims at understanding the predictors of protective behaviors related to the transport sector and COVID-19. Findings hinge upon an online survey conducted in May 2020 (N = 9,394). The empirical results quantify tremendous disruptions for both commuting and non-commuting travels, highlighting substantial reductions in the frequency of all types of trips and use of all modes. In terms of potential virus spread, airplanes and buses are perceived to be the riskiest transport modes, while avoidance of public transport is consistently found across the countries. According to the Protection Motivation Theory, the study sheds new light on the fact that two indicators, namely income inequality, expressed as Gini index, and the reported number of deaths due to COVID-19 per 100,000 inhabitants, aggravate respondents’ perceptions. This research indicates that socio-economic inequality and morbidity are not only related to actual health risks, as well documented in the relevant literature, but also to the perceived risks. These findings document the global impact of the COVID-19 crisis as well as provide guidance for transportation practitioners in developing future strategies.
In the neoliberal era, competing to host global sporting events has become a prominent urban promotion strategy, and with a few exceptions, the scholarly focus has been on the western experience. In contrast, this paper focuses on the south experience with specific reference to the 2010 Commonwealth Games in Delhi, the 2010 FIFA World Cup in South Africa and the 2014 FIFA World Cup in Brazil. A common argument is that such sporting events provide global marketing opportunities that can attract foreign investment, which may serve as catalysts for development. A key goal is to promote the status and power of the post-colonial nation-state (although ironically ceding sovereignty to entities like FIFA for the duration of events). While there are some benefits, especially in terms of infrastructure development, the Indian, Brazilian and South African experience suggests that the privileged tend to benefit at the expense of the poor, and socioeconomic inequalities were exacerbated. These points are illustrated in this paper with reference to evictions, loss of livelihoods and violations of human rights. Disturbingly, the cost of constructing new sports' facilities and associated infrastructure escalated phenomenally from the original bid-document estimates, without any public oversight, and some are destined to be white elephants. The mega-events were largely organised and funded by the governments in consultation with the private sector, with little or no accountability to citizens, although such decisions had major implications in terms of the diversion of public spending priorities from more urgent social needs such as housing, healthcare and education.
In recent years, especially since 1990, there has been an increased emphasis on LED strategies as South African cities focus on urban reconstruction and development to try to reduce the inequalities associated with apartheid. The aim of this paper is to investigate the nature of local economic development strategies in Durban, with specific reference to the Point Redevelopment Programme and the International Convention Centre. It was widely expected that these projects would create jobs and promote tourism. These projects were initially largely driven by business and local state interests, and there was no public participation. Pressure from community groups led to a fundamental restructuring of the development process. The formation of the Durban Infrastructural Development Trust was a progressive strategy to get the wider community involved in the process. The Trust released a protocol which stipulated that the guiding principles for these projects would be widespread consultation in the planning and development process, as well as policies for job-creation and affirmative action. However, this paper questions whether these objectives will be realised, and whether the disadvantaged communities will benefit from the local economic development projects. An analysis of the financing of the projects and concessions granted to private developers by the local state reveals that most of the funding would come from the tax-payer. Therefore, inequalities would not be addressed and any benefits to the community would only take place by the trickle-down effect.
This paper reflects on the results of a national quantitative survey on giving in South Africa. It explores the extent and character of giving; who gives, to whom, with what intention? The survey results revealed that South Africa is richly resourced with a diverse and multicultural spectrum of giving behaviors, which are commonplace in everyday life. The spectrum of giving behaviors is so diverse in shape and form that it contradicts many of the basic assumptions of the philanthropic literature, which locate the act of giving primarily in the domain of the wealthy and powerful.
