Cet ouvrage collectif constitue la synthèse des travaux de deux journées d'étude et d'un colloque organisés en 2011-2012, dans le cadre du projet Les politiques d'aide au retour à l'emploi des chômeurs en situation d'exclusion. Comparaison France-Allemagne. Mené par le Centre d'Information et de Recherche sur l'Allemagne contemporaine (CIRAC), en partenariat avec le Deutsch-Französisches Institut de Ludwigsburg (DFI), ce projet s'inscrit dans le cadre des Programmes de formation-recherche soutenus par le Centre Interdisciplinaire d'Études et de Recherches sur l'Allemagne (CIERA). Il avait pour objet de comparer les dispositifs d'aide au retour à l'emploi dans le cadre des systèmes d'assistance aux chômeurs ayant épuisé leurs droits à l'assurance chômage, tels qu'ils ont été mis en place, en Allemagne, à travers la loi de réforme Hartz IV en 2005 et, en France, à travers l'instauration du revenu de solidarité active (RSA) entre 2007 et 2009.Pour mener à bien ce projet d'assez grande ampleur, les organisateurs ont pu bénéficier, en majeure partie, du concours financier apporté par le CIERA, auquel s'est associé le Centre de recherche « Civilisations et Identités culturelles comparées des Sociétés européennes et occidentales » (CICC) de l'Université de Cergy-Pontoise. Nous remercions vivement les auteurs, issus de divers pays et de différents horizons scientifiques ou professionnels, pour leur contribution à cet ouvrage, ainsi que Marie-Céline Georg et Marie Gravey, qui ont assuré la traduction de leurs travaux. La complexité du système, qui juxtapose huit minima sociaux non contributifs (contrairement aux prestations d'assurance), résulte d'une construction historique. Néanmoins, elle tend à se réduire. Il subsiste aujourd'hui deux catégories de minima sociaux : ceux qui Le système d'accompagnement des bénéficiaires du RSA, dont les dispositions sont inscrites dans la loi du 1 er décembre 2008 portant généralisation du revenu de solidarité active, répond également à une logique de « droits et devoirs » :chaque allocataire a droit à un accompagnement social et professionnel par un référent unique. En retour, il est soumis à l'obligation d'insertion, qui tient compte de la situation spécifique des parents isolés. Les enquêtes réalisées montrent qu'un peu moins de la moitié des allocataires du RSA relevant du champ de la cris...
Résumé En Allemagne, la montée du chômage depuis une trentaine d’années et les mutations de la société – déclin de la fertilité, allongement de l’espérance de vie, fragilisation croissante des familles –, ont conduit à mettre en cause la pérennité de l’emploi qu’avaient connue les générations des Trente Glorieuses. Pour combattre le chômage (qui a touché plus de quatre millions de personnes pendant plusieurs années), le gouvernement de Gerhard Schröder a mené une série de réformes entre 2003 et 2005 destinées à inciter les chômeurs de longue durée à reprendre plus vite le chemin de l’usine ou du bureau. Or, la plupart d’entre eux ne peuvent prétendre qu’à des emplois atypiques mal payés. Si la tendance à la précarisation des emplois est un phénomène européen, le travail atypique est très répandu en Allemagne, où il est voulu et organisé par le gouvernement lui-même. Après une présentation des différentes formes de travail précaire et de leur évolution numérique depuis une dizaine d’années, cette contribution analyse la politique gouvernementale en la matière et s’interroge sur la réussite ou l’échec des mesures d’activation des chômeurs de longue durée.
