Sektor kepabeanan merupakan salah satu unsur yang termasuk dalam penyumbang pendapatan negara terbesar. Pemenuhan kewajiban kepabeanan dilakukan secara self-assessment. Penerapan sistem self-assessment ini memungkinkan terjadinya ketidaksesuaian dalam memberitahukan jumlah, jenis, dan asal barang. Dalam Rangka Impor. informasi yang diperoleh oleh PPD hanya sebatas yang dituangkan PIB dan dokumen pelengkapnya. Namun, yang menjadi masalah adalah ketika barang yang diimpor memiliki jenis yang sangat beragam dan jumlah yang sangat banyak, maka dibutuhkan waktu yang lebih lama pula dalam melaksanakan pemeriksaan dokumennya. Direktorat Teknis Kepabeanan membuat Database Nilai Pabean sebagai alat bantu bagi PPD dalam melakukan pengujian kewajaran. Penelitian ini bertujuan untuk mengetahui pelaksanaan atas Penyusunan, Pemutakhiran, dan Pendistribusian Database Nilai Pabean I (DBNP I).Penelitian ini menggunakan paradigm konstruktivis, pendekatan kualitatif dengan sifat deskriptif dan strategi studi kasus. Informan dalam penelitian ini adalah beberapa pegawai pada Direktorat Teknis Kepabeanan.Hasil penelitian ini menunjukkan bahwa penyusunan, pemutakhiran, dan pendistribusian Database Nilai Pabean I (DBNP I) di Direktorat Teknis Kepabeanan telah dijalankan dengan baik dan benar, tetapi masih terdapat beberapa permasalahan yang harus ditanggulangi, bahkan terdapat ketentuan dalam Peraturan Direktur Jenderal Bea dan Cukai Nomor PER-19/BC/2016 tentang Database Nilai Pabean yang belum dapat dilaksanakan secara efektif dan efisien. Permasalahan tersebut adalah Sistem Aplikasi Database Nilai Pabean I (DENISA) dan Sistem Aplikasi Database Nilai Pabean II (DBNP II) belum terintegrasi dengan baik, terdapat banyak data nilai pabean yang telah berada di Sistem Aplikasi DENISA selama lebih dari dua tahun sejak tanggal pemutakhiran terakhirnya, melebihi batas waktu yang diatur di dalam Pasal 7 Peraturan Direktur Jenderal Bea dan Cukai Nomor PER-19/BC/2016, serta Database Nilai Pabean I (DBNP I) masih belum lengkap.
