Fokus: 25 år med eØs EØS-et tilbakeblikk Bjørn Tore Godal tidligere handelsminister Sammendrag I denne artikkelen deler Bjørn Tore Godal sine erfaringer fra da han, som handelsminister, undertegnet EØS-avtalen i Porto i Portugal den 2. mai 1992 på Norges vegne. Han viser hvordan EØS avtalen kan forstås som en forlengelse av en norsk utenrikspolitisk tradisjon der forholdet til Europa alltid har vaert komplisert og sammensatt. Mens internasjonalt samarbeid har hatt stor støtte, har det også vaert en dyp skepsis mot unioner og stormakter. Som AUFleder tidlig på 1970-tallet kjempet han også mot norsk medlemskap i EF. Som handelsminister mente han lenger enn en del andre politiske aktører at EØS kunne vaere et varig alternativ til EU-medlemskap. I dette bidraget viser Godal hvordan EØS-avtalen har fungert, og saerlig hvordan han har erfart avtalen i sine ulike roller. Nøkkelord: EØS • EU • Norge Som handelsminister hadde jeg gleden av å undertegne EØS-avtalen i Porto i Portugal den 2. mai 1992 på Norges vegne. Regjeringen var rimelig trygg på bred oppslutning, både blant folket og på Stortinget. Avtalen forente både EU-tilhengere, tvilere og mange EU-motstandere, både i Arbeiderpartiet, i det politiske sentrum og i fagbevegelsen (St.prp. nr. 100, 1991-92). Kontakten med Stortinget, saerlig gjennom Stortingets utvidete utenrikskomité, hadde vaert god gjennom hele forhandlingsprosessen. Flertallet for avtalen i Stortinget ble da også solid: 135 mot 30 stemmer.
