The Republic of Kazakhstan and the Russian Federation are strategic allies and the most important trade and economic partners. The Republic of Kazakhstan and the Russian Federation constantly hold events on the importance of trade-economic relations development between the countries that contribute to the further development of mutually beneficial relationship. Both Kazakhstan and Russia are making efforts to develop their own economy and mutually beneficial trade and economic cooperation. Russia is the largest market for Kazakhstan's exports of processed products. Positive results are shown in the field of investment cooperation in the oil and gas industry, mining and agriculture, chemical industry and other sectors.
Effective management of food safety and product quality issues is critical for maintaining and enhancing the competitiveness of livestock production. Food safety and quality standards are now and will become increasingly important for the competitiveness of livestock products. For most producers and processors of livestock products, as well as for most livestock products, domestic demand remains the main, if not the only, driving mechanism for market improvements in food safety and quality. Better imports entering the market already indicate the need to raise standards, at least to maintain domestic market share, as well as to achieve import substitution or appeal to export markets. International experience shows that the implementation of quality standards should be stimulated by the private sector, but not by the government. However, the government plays an important role in improving the skills of veterinarians and providing advisory services to help livestock producers and processors meet the ISO (International Organization of Standardization) and the CCPHA (Critical Control Point of hazard analysis) standards. In other to create conditions for the prosperity of the livestock industry, the government needs to pay more attention to the following two key areas: reducing market costs and prudent management of food safety and quality of livestock products. With the transition to more dispersed cattle breeding, the cost of re-establishing links between scattered and small livestock producers and consumers, local or foreign, has increased. But such costs can be reduced. To ensure food safety, meet consumer requirements and increase the ability to compete with imports, domestic producers need to strengthen their capacity to achieve higher standards of safety and quality. Attention should be paid to such instruments of the import substitution strategy as an active industrial policy, trade protection and export promotion. The purpose of this study is to analyze the meat industry of Kazakhstan, to present the problems that the industry is facing at the present stage and direct their solutions and the tasks of the state in this mechanism. The economy of the Republic of Kazakhstan has been operating in recent years in terms of uneven development of the world economy. The active course of radical transformations in the economy of Kazakhstan, embraced all spheres of Kazakhstani society life and the state. The transition from a centrally managed to a market system of business and management has led to the development of business and, accordingly, to the emergence of various types of economic risks in this area of activity, which especially affects small and medium–sized businesses, as well as the country's economy as a whole. A significant increase in unprofitable enterprises allows us to conclude that they functioned without taking into account the risk factor in the activities of business structures, without which it is difficult to obtain the expected results of activity that are adequate in real conditions. Creating an effective mechanism for the functioning of the enterprise on the basis of the concept of risk–free management is impossible. Therefore, an indispensable condition for small and medium–sized businesses (hereinafter referred to as SMEs) is the freedom of search, mobility and the choice of methods of economic actions with their diversity, taking into account the minimum reduction of risky situations in their activities. It follows that it is necessary not to avoid risk, but to be able to assess the degree of entrepreneurial risk and be able to manage it in order to reduce it, to find effective ways to minimize them in the economy of Kazakhstan, including for small and medium–sized businesses.

Information technologies are part not only of people's daily lives, but also of the management systems of the sectors of the national economy, public administration, security and defense of the country, as well as ensuring the legal order. Such technologies contribute to the automation of numerous processes, which significantly increases productivity. This is caused by the fact that fewer resources are used. As a result, quality improves, efficiency increases, and costs are reduced. Thanks to information technology, it is possible to store more information, which greatly simplifies the process of making managerial decisions.
