Innovation systems thinking is increasingly influencing approaches to sustainable agricultural development in developing world contexts. This represents a shift away from technology transfer towards recognition that agricultural change entails complex interactions among multiple actors and a range of technical, social and institutional factors. One option for practically applying innovation systems thinking involves the establishment of innovation platforms (IPs). Such platforms are designed to bring together a variety of different stakeholders to exchange knowledge and resources and take action to solve common problems. Yet relatively little is known about how IPs operate in practice, particularly how power dynamics influence platform processes. This paper focuses on a research-fordevelopment project in the Ethiopian highlands which established three IPs for improved natural resource management. The 'power cube' is used to retrospectively analyse the spaces, forms and levels of power within these platforms and the impact on platform processes and resulting interventions. The overall aim is to highlight the importance of power issues in order to better assess the strengths and limitations of IPs as a model for inclusive innovation. Findings suggest that while IPs may achieve some short-term success in creating spaces for wider participation in decision-making processes, they may be significantly influenced by forms of power which may not always be visible or easily challenged.
SUMMARYThis article discusses how decentralisation policies are enacted in the planning and implementation of natural resource management interventions in rural Ethiopia. A key element of decentralisation policy is the emphasis on greater participation by local communities. Drawing on qualitative research conducted with government staff and farmers, this paper illustrates how different actors perceive and implement national policy and how these actions affect the longer‐term sustainability of land management interventions. a b s t r a c tMen and women interact with water resources and landscapes in different ways, and there are frequent criticisms that little research is undertaken across disciplines to address this issue. Biophysical scientists in particular struggle with how to integrate "gendered" water uses into models that are necessarily based on prevailing laws and equations that describe the movement of water through the hydrological cycle, independent of social constructs. We explore the challenges faced in developing interdisciplinary and transdisciplinary research approaches and then present a simple yet innovative socio-hydrological approach using participatory three-dimensional maps. As a case study, we describe undertaking this process in Ethiopia where two three-dimensional maps (men's and women's) were separately generated to represent the same 20 km 2 landscape. Mapping results indicated important distinctions in how men and women view landscapes with regard to the number and types of ecosystem services identified. For example, only women identified holy water sites along streams, while men identified twice as many sacred trees on the landscape. There was a clear focus and detailed knowledge about soils among participants in both groups. Maps developed as part of this exercise were successfully used as the principal land use input for the Soil and Water Assessment Tool (SWAT) and results indicate that this is a valid strategy that enhances scientific knowledge and understanding of overall landscapes and ultimately adds value to research for development questions.
Organic farming is knowledge intensive. To support farmers in improve yields and organic agriculture systems, there is a need to improve how knowledge is shared. There is an established culture of sharing ideas, successes and failures in farming. The internet and information technologies open-up new opportunities for knowledge exchange involving farmers, researchers, advisors and other practitioners. The OK-Net Arable brought together practitioners from regional Farmer Innovation Groups across Europe in a multi-actor project to explore how online knowledge exchange could be improved. Feedback from the groups was obtained for 36 'tools', defined as end-user materials, such as technical guides, videos on websites informing about practices in organic agriculture. The groups also selected one practice to test on farms, sharing their experiences with others through workshops, exchange visits and through videos. Farmers valued the same key elements in face-to-face exchanges (workshops and visits) as in online materials. These were the opportunity for visual observation, deeper understanding of the context in which a practice was being tried and details about what worked and what did not work. Videos, decision support tools and social media can provide useful mechanisms for taking knowledge exchange online, if farmers' experiences and practical implication are shared, and more visual information about the context, economics, successes and failures is provided. Online platforms and forums should not be expected to replace but rather to complement face to face knowledge exchange in improving organic farming.
This was a large point-source outbreak associated with the consumption of Vietnamese-style pork, chicken and salad rolls. These foods have been responsible for significant outbreaks in the past. The typical ingredients of raw egg butter or mayonnaise and pate are often implicated, as are the food-handling practices in food outlets. This indicates the need for education in better food-handling practices, including the benefits of using safer products. Ongoing surveillance will monitor the success of new food regulations introduced in New South Wales during 2011 for improving food-handling practices and reducing foodborne illness.
