En los últimos cuarenta años en diversas regiones de México, como Jalisco, se ha dado empuje al desarrollo de industrias denominadas como “modernas”, tal como la electrónica y el software; ello con la finalidad de incrementar el crecimiento y fomentar el desarrollo; todo esto ha ido en detrimento de aquellas industrias consideradas como “tradicionales” (calzado, textil, joyería), industrias que durante mucho tiempo han sido la base del desarrollo productivo de estas regiones. Las políticas que en materia industrial han seguido estos países ha sido impulsar a las primeras bajo el supuesto de que ellas son las que incorporan tecnología de punta, mientras que las segundas incorporan poca tecnología en sus procesos productivos y en general no innovan. Sin embargo el comportamiento industrial ha dado muestra de que lo anterior constituye una falacia. Las políticas gubernamentales que se implementaron en materia industrial dieron como resultado el incremento en la participación productiva de las actividades industriales denominadas “modernas”, tal como la electrónica y software; sin embargo, aquellas actividades de tipo tradicional como la joyería; no sólo mantuvieron sino que incrementaron su dinamismo productivo y comercial. Esta dinámica se observa en la absorción de empleo y en la participación productiva a nivel nacional. La industria joyera es un ejemplo de ello, pues a partir de la generación de la capacidad empresarial, del capital social y el trabajo conjunto con el gobierno, entre otros; ha logrado influir en el desarrollo local de la región. Por tal motivo en el presente trabajo se analiza tal industria tratando de destacar, a partir de entrevistas a actores claves y de un análisis cuantitativo a tal industria, los factores elementales que impactaron en el desarrollo local de Jalisco.
En las más recientes elecciones federales surgieron movimientos ciudadanos que invitaron a los electores a acudir a las urnas el cinco de julio de 2009 pero anular el voto. Por oposición, desde el mes de marzo hasta el día de la elección un poco más de setenta grupos, en todo el país, hicieron “otra campaña” política sin recursos económicos públicos pero con mucha creatividad y lograron poner en el debate nacional la utilidad del voto ciudadano como una vía para la transformación política y económica de nuestro país. El debate generado por los grupos anulistas superó, por mucho, las propuestas de los candidatos y en lugar de que en la escena pública se discutieran las propuestas de los candidatos y sus partidos se habló de la calidad de nuestra democracia. Diversas encuestas realizadas por empresas de opinión, previas a la elección, mostraban una tendencia creciente de electores que iban a nulificar su voto; dichas encuestas indicaban el perfil socioeconómico de los entrevistados: alto nivel de escolaridad, ingresos medios y altos y principalmente jóvenes. Por ello, esta investigación se propone analizar, mediante un modelo de regresión lineal múltiple, qué variables socioeconómicas, tales como el ingreso, la escolaridad, la edad y el desempleo impactaron el volumen de votos nulos en el estado de las elecciones de diputados federales. Además, se incluirá, como variable independiente, la cantidad de grupos civiles que promovieron el voto nulo en cada entidad. Se trata de evaluar de manera estadística, ex post, cuáles de las variables socioeconómicas descritas tuvieron mayor impacto en los votos nulos emitidos por los electores.
